The actions of #defyhatenow against misinformation in Cameroon have contributed significantly to the promotion of media and information literacy and fact-checking in Cameroon’s socio-media landscape through training sessions at #AFFCameroon, where articles written by the fellows are published on the 237check platform. The program has attracted international interest, with coordinator Donald Tchiengue invited to Mauritius and South Africa for conferences on Factchecking. Created in January 2020 under the name #FactsMatter237, the quarterly training implemented in Cameroon by a youth-led organization, Civic Watch, has so far trained over 170 journalists, bloggers, content creators, community leaders and digital rights activists in the program. 

During the training period, which typically lasts three months, fellows are expected to deliver three main outputs: the production of a fact-checking report, the analytical mapping of viral trends through a social media health report, and community outreach in the form of specialized meet-ups. The training received positive feedback from the Fellows, who were keen to testify to the improved quality of their content on social media and in their work as journalists and content creators. But what’s most interesting about their feedback is the palpable impact this program has had for the Fellows and their community. In highlighting some of the successes, we’d like to point out that, after the training, some fellows like Fotso Fonkam, Hemes Nkwa, Badal Fomoh and Patricia Ngo Ngouem had the opportunity to be called outside the country to share their knowledge with fact checkers from other countries about their experiences in the Cameroonian context, while others, thanks to their mastery of fact-checking techniques, have now become trainers, mentors and even coordinators, such as Mbu Stella, Pedmia Shatu and Frank William Batchom. 

It’s also important to note that because of the reputation the #AFFCameroon Fellowship has been able to build so far, one of Africa’s largest Fact checking organizations (Africa Check) has selected us for the Google ToT project this year to train more journalists, bloggers, content creators and even members of civil society organizations through a series of Masterclasses on verifying information by navigating digital platforms. This fruitful collaboration comes hot on the heels of the implementation of the Check Global Independent Media Response project with the Meedan Organization to combat misinformation on climate change issues.

It should be noted that thanks to this #AFFCameroon training program and its 237 Check verification platform, #defyhatenow is part of the African verification networks Africa Facts Network and Africa Factchecking Alliance -AFCA. 

In this article, we will highlight those who in their various fields, chose to incorporate or amplify their knowledge of factchecking in their work and those who, thanks to the program, were able to create their own platforms for verifying and debunking information within their respective communities. The lines below highlight some of the Fellows who made a positive impact during and after the training;

Donald Tchiengue, #AFFCameroon Cohort 5

Donald Tchiengue is a success story of the #AFFCameroon program, of which he is the main coordinator to date. Indeed, his journey in the practice of Factchecking began with his selection for this program in the 5th cohort. His determination, the critical thinking skills he regularly exhibits on his blog www.tchienguereports.com  and his passion for truth and accurate information, have helped him to make a significant mark and become one of the most respected trainers in this crucial field in Cameroon and beyond. 

Thanks to his commitment, Donald Tchiengue is regularly called upon for conferences, seminars and training workshops where he is called upon to train journalists, bloggers, activists and other media professionals. Recruited for the #defyhatenow initiative as digital project Coordinator, he is renowned for conceptualizing and implementing projects focusing on digital and the responsible use of ICT for peace and social cohesion. Furthermore, as coordinator of the #AFFCameroon fact-checking program, he works to create and update interactive training courses adapted to different audiences, to help everyone understand the importance of fact-checking and use the tools needed to detect false information. His practical approach and sound advice have enabled many individuals and organizations to embark on rigorous verification processes. Thanks to his work with media players, he is helping to improve the quality of information disseminated and to develop strategies that can help build public confidence in the media and reliable sources of information in Cameroon.

Septentrion Check #AFFCameroon Fellows Cohort 6 / https://septentrionechos.com/

The Septentrion Check Association works to combat #disinformation in the northern part of the country. The association was created on 7 January 2023, determined to lead the fight against disinformation in Cameroon. 

After a regional training course covering the North, Adamaoua and Far North of Cameroon, four fellows decided to create a television programme designed to verify the information broadcast online and offline. After a few broadcasts on Galaxy TV Media Group, the group recently introduced the project’s new website and social media platforms. Septentrion Echos is recruiting more Fellows to be trained in educating the public about the responsible use of technology for peace, promoting social cohesion and countering the spread of misinformation.

During the second #AFFCameroon conference, the Septentrion check team made its presence felt by sharing its experience at the meeting. Jérôme Baïmélé, the Septentrion check representative, spoke of the team’s relentless work in media education and the fight against fake news, disinformation and misinformation in Cameroon’s northern region. Septentrion check’s participation in the #AFFCameroon conference was an opportunity not only to sharpen up for the forthcoming elections, but also to present its day-to-day actions in the fight against fake news in their regions.  

JABI KATY CHALE #AFFCameroon Fellow Cohort 8

Jabi Katy is a journalist, documentary filmmaker and content creator from Cameroon.

Over the years, she has tailored her communication mostly towards cultural and environmental issues.

Some of her recent documentaries are; “Breaking the Silence: A Survivor’s Journey Against Hate”, and “Agony of the Blue ”.  All of which have been aired on her YouTube channel (journey with Jabi) which explores contents on cultural and environtment topics. She is also the current  presenter and producer of the tv program called Nature’s Corner.

Jabi believes that with her pen and voice, she can stir positive change and impact in the community. 

Dive into the emotional and heart-wrenching tale that Jabi did titled “Breaking the silence: A survivor’s journey against hate”.  A documentary that sheds light on the harrowing experience of hate and prejudice faced by a young girl, who now resiliently braves the odds to confront the darkness of hatred. Hemes Nkwa #AFFCameroon Fellow Cohort 5 / www.yohedahealth.org 

Hemes Nkwa is a medical doctor specialized in field epidemiology who equally bags a degree in international relations due to her passion for technology and communication. She is also the founder of a health fact-checking platform Yoheda Health Solutions collaborating with several local and international organisations specialised in fact-checking information in the health domain. 

She was responsible for the national digital communication against Covid19, cholera and vaccine-preventable diseases. She founded a non-profit organisation;  Youth for Health and Development of Africa (YOHEDA) six years ago. She was a United Nations mentor on a civic tech project to strengthen the digital skills of 500 young people in the Sahel in 2021. She has won several national and international awards for her commitment to health issues, including best blog post for the 75th anniversary of the United Nations, best female blogger in 2020, best digital health presence in Cameroon and  best specialist factchecker in 2022. 

As a member of several youth networks such as Mandela Washington Fellowship, she uses her knowledge, skills and network to be an innovative changemaker in Cameroon and Africa. Her  experience with #AFFCameroon was pivotal in her professional journey. It was, indeed, the first professional fact-checking training she received when she joined the programme in 2021. She narrates that this training has opened doors for her to numerous prestigious courses and subsequently led her to become a consultant and trainer for several major projects nationally in Cameroon and internationally as well and thanks to this training she felt motivated to create a fact-checking platform to health related information verification. As a medical professional, combating misinformation is crucial to ensuring equitable access to quality information for the population.

Junior Haussin #AFFCameroon Fellow Cohort 5

Junior Haussin Noulapoum Kuaye is a 33-year-old Cameroonian national. He works as a journalist for CANAL2International and specialises in Factcheking and literary issues. He currently presents the Factcheking section entitled OUI ou NON on the Canal 2 International television channel. 

Junior Haussin is a writer and the author of two books: La plume Noire de L’encrier (2017) and Banane malaxée (2020). He is currently President of the National Network of Literary Journalists of Cameroon and Head of the Literary Arts Unit for the Littoral region of Cameroon. 

Junior Haussin is a member of the 6th cohort of the #AFFCameroon programme, a programme that has been very useful to him in handling news within the television channel that employs him. Today, thanks to the tools he acquired during his training periods with #AFFCameroon, he has been able to set up a fact-checking column in the Canal 2 International news programme. The column is called Oui ou Non and is broadcast every Wednesday in the 19h50 news programme. Join him whenever you can and you won’t regret it.

Badal Fomoh #AFFCameroon Fellow Cohort 5 / https://www.classpro.be/ 

Badal is an award-winning sports and culture blogger with a passion for communicating and popularising local football. She has worked for leading news organisations covering a wide range of topics including culture, sport and societal issues. 

Addicted to new media and obsessed with inclusion and equality, in 2020, when I applied to the #AFFCameroon programme, she could hardly have imagined the impact this training would have on her life, it has been a total transformation. The experience has been so beneficial that it has not only broadened her perspectives but also strengthened her conviction that bloggers can play a significant role in this field. During the course, she says she met some remarkable people among both the fellows and the trainers, and their passion for fact-checking and dedication during the practical sessions were a real source of inspiration. Writing a fact-checking article was one of the most important moments, allowing her to realise that her blogging skills can help promote truth and transparency in a world where misinformation is omnipresent. 

Drawing on this experience, through which she discovered different ways of combating hate speech and misinformation, she set about setting up an initiative dedicated to combating these scourges through media education. And so, on 18 August 2022, Class Pro was born.  Today Class Pro is more than just an initiative, it’s an association in the process of being legalised, with the ambition of building a civilised, responsible and egalitarian cyberspace where no form of violence has a place. 

Committed to developing positive relations with the media, Badal recently contributed to the drafting of a charter on fact-checking and media education, and is often invited to speak at events. As well as touring stadiums, raising awareness and providing training, she enjoys travelling, reading books and discovering new cuisines.

Ngufack Temngwa #AFFCameroon Fellow Cohort 8 / www.camerooncheck.org  

Prior to joining the #AFFCameroon Fellowship, she had limited knowledge of fact-checking and its methodologies. However, her professional life took a momentous turn when Prof. Che Tita from the university of Buea introduced her to the essence of fact checking. Under his guidance as the founder of Cameroon Check, a fact-checking platform she now manages, he enlightened her on the significance of accuracy. Prof. Che Tita serves as a mentor, teacher, and a constant source of inspiration. His unwavering support has been instrumental in helping her surmount obstacles and daringly explore uncharted territories.

The training offered by the fellowship was more than just training. It was a transformative journey of self discovery. She says to have been equipped with the skills and knowledge to become an assertive fact checker. The sessions, both physical and online, covered the theoretical foundations of fact checking and provided practical tools and techniques to verify information. With a surge of emotions proud of what she has learned and accomplished, confident in her ability to fact check anything and everything, she is passionate about each fact checking report she has been able to produce, knowing that it has a unique approach and a valuable contribution.

The training went beyond technical skills, giving her the ability to analyze information from multiple perspectives by teaching her to question, challenge, and seek the truth amidst the noise of misinformation. It has enhanced her research skills, permitting her to dig deep into complex topics and present evidence based information to the public. 

Throughout the fellowship, the organizers created a nurturing environment that fostered growth and collaboration. They encouraged teamwork, recognizing the power of collective efforts in the fight against misinformation. The mentors, with their wealth of experience, were always available to offer guidance and support, ensuring that no fellow was left behind.

The impact of the fellowship reaches far beyond the training sessions. It has empowered her to take Cameroon Check to new heights. Armed with the knowledge and skills gained, managing the platform has become a more purposeful and impactful endeavour. With over 50 fact checking reports and social media health reports published, reaching individuals hungry for accurate information in a sea of falsehood has been such a soothing experience for her. 

Narrating the impact that the fellowship has provided her with, she mentions the incredible opportunities to contribute to interviews, research projects and connecting with experts in the domain has been of great benefit. These experiences have solidified her commitment to the fight against misinformation, fueling her determination to make a lasting impact in the field of fact checking. 

Flooded with deep gratitude, she appreciates Prof. Che Tita’s steadfast belief in her abilities and the unwavering support of the African Fact Checking Fellowship #AFFCameroon has served as a catalyst for her personal and professional growth. 

Rene Nkowa #AFFCameroon Fellow Cohort  9

A graduate of the École supérieure de journalisme in Lille, he works as a consultant in the design and distribution of digital editorial content. For nearly fifteen years, he has been helping organisations of all kinds (media, international organisations, NGOs, associations, SMEs) to build a high-quality online presence for their content and presentation. 

Although his profession has made him aware of fact-checking issues from the very beginning, he wanted to learn more about these techniques following the problematic election period of 2018. That’s how he discovered the #defyhatenow initiative in 2019 by taking part in its activities for the first time. In October 2023, he had the privilege of being selected as a fellow in the 9th cohort of the #AFFCameroon fact-check and for the fight against hate speech.

He explains that the knowledge he has gained from this training has changed the way he receives and processes information. He says he is now much more attentive to the meaning of the words, terms and expressions he uses in his interactions with colleagues and in the content he posts online. He says he also acts as an awareness-raiser for people who are not up to date with reality, the spread of fake news and the dangers it poses to social harmony. René is currently working on a project that he hopes to achieve between now and the presidential election in Cameroon in 2025: the production of a podcast, in the form of a series of reports on the issues at stake in the fight against disinformation in Cameroon. 

Fabrise Bwamou #AFFCameroon Fellow Cohort  9

Fabrice Bwamou, Self-taught Graphic Designer, Blogger, Secretary General of the Association des Blogueurs du Cameroun. As Secretary General of the Cameroon Bloggers Association, Fabrise is committed to promoting blogging both in Cameroon and abroad. On a daily basis, he assists entrepreneurs, bloggers, journalists and community managers by teaching them how to create attractive visuals that sell without requiring in-depth knowledge of graphic design.

In 2023, his blog http://www.photoshopourtoutfaire.com/ celebrated its fifth anniversary, marking an important milestone in his commitment to the online community he has built up over the years. That year he also ran several successful training workshops, providing a platform to share his knowledge and inspire other graphic design enthusiasts to reach their full potential. 

In 2024, he had the privilege of being chosen as a Cohort 9 Fellow in the #AFFCameroon programme after applying 4 times in a row and being selected the 5th time. This opportunity enabled him to benefit from high-quality training in fact-checking, reinforcing his commitment to excellence and accuracy in the field of blogging and news in Africa. As a Cohort 9 Fellow, he says he took part in in-depth training in fact-checking, delivered by seasoned experts in the field. This training enabled him to acquire solid skills in critically analysing information and verifying its accuracy, which is essential in the world of blogging and disseminating information online. He explains how he uses his work to educate in the field of Fact-checking, both in whatsApp groups and when speaking on social networks.

As for current and future projects in this area, Fabrice plans to organise several training workshops to teach participants how to create impactful visuals to counter hate speech. These workshops will focus on using graphic design techniques to promote positive messages and counter the spread of misinformation and hate speech online.

He is committed to continuing to write graphic fact-checking articles on his blog, as well as on other platforms, and will also run training sessions on how to write graphic fact-checking articles. These articles will be aimed at demystifying misleading information and providing the public with factual and visual analyses to help them make informed decisions.

Together with members of his cohort, they aim to create their own fact-checking platform, facthunters.com. This platform will serve as a centralised fact-checking resource, offering users access to accurate and detailed analyses of the information circulating online. The aim will be to provide a reliable and transparent alternative to traditional sources of information, helping to promote a culture of responsibility and veracity in the sharing of information on the internet.

Ndjip Ndjip Jéremie, #AFFCameroon Cohort 10

Selected for the 10th cohort of the #AFFCameroon program, Ndjip Ndjip Jérémie is a digital media promoter and influencer communications consultant for several organizations. In the case of the training, Jeremie initiated the implementation of video capsules to raise awareness of the issues surrounding fake news and the attitudes to adopt to prevent the spread of false information and hate speech. Since then, Jeremie has appeared on the national channel CRTV to talk about misinformation and strategies for preventing and mitigating it.

Les actions de #defyhatenow contre la désinformation au Cameroun consiste a contribué de manière significative à la promotion de l’éducation aux médias et à l’information et de la vérification des faits dans le paysage socio-médiatique au Cameroun à travers des sessions de formations a l’#AFFCameroon ou les articles rédigés par les boursiers sont publiés sur la plateforme 237check. Ce programme a suscité de l’intérêt sur le plan  international puisque son coordinateur Donald Tchiengue a eu l’occasion  d’être invité à l’île Maurice et en Afrique du Sud pour des conférences sur le Factchecking. Créée en janvier 2020 sous le nom de #FactsMatter237, la formation trimestrielle mise en œuvre au Cameroun par une organisation dirigée par des jeunes, Civic Watch, a jusqu’à présent formé plus de 170 journalistes, blogueurs, créateurs de contenu, leaders communautaires et activistes des droits numériques dans le cadre de ce programme.

Durant la  période de formation, qui dure généralement trois mois, les boursiers doivent fournir trois principaux résultats : la production d’un rapport de vérification des faits, la cartographie analytique des tendances virales par le biais d’un rapport sur la santé des médias sociaux et la sensibilisation au sein des  communautés sous la forme  rencontres  spécialisées. Cette formation a suscité des réactions positives de la part des boursiers, qui ont tenu à témoigner de l’amélioration de la qualité de leur contenu sur les réseaux sociaux et dans leur travail en tant que journalistes et créateurs de contenu. Mais le plus intéressant de leur feedback est de voir l’impact palpable que ce programme a eu pour  les boursiers et pour leur communauté. En soulignant certaines des réussites enregistrées, nous tenons à préciser qu’après la formation, certains boursiers comme Donald Tchiengue, Fotso Fonkam, Dr. Hemes Nkwa, Badal Fohmoh, Patricia Ngo Ngouem, Armelle Sitchoma ont eu l’occasion d’être sollicité hors du pays pour partager leurs connaissances avec des fact checkers d’autres pays sur leurs expériences dans le contexte camerounais, tandis que d’autres, grâce à la maîtrise des techniques de factchecking, sont maintenant devenus des formateurs, des mentors et même des coordonnateurs comme Mbuh-Stella, Pedmia Shatu, Frank-William Batchou. 

Il est également important de noter qu’en raison de la réputation que la bourse #AFFCameroon a été en mesure de construire jusqu’à présent, l’une des plus  grandes organisations de Fact checking en Afrique (Africa Check) nous a  sélectionné pour le projet Google ToT cette année pour former plus de journalistes, blogueurs, créateurs de contenu et même des membres d’organisations de la société civile à travers une série de Masterclasses sur la vérification de l’information en naviguant sur les plateformes numériques. Cette collaboration fructueuse intervient tout juste après l’implémentation du projet Check Global Independent Media Response avec l’Organisation Meedan pour la lutte contre la désinformation sur les questions de changement climatique.

Il est à noter que grâce à ce programme de formation #AFFCameroon et sa plateforme de vérification 237 Check, #defyhatenow fait partie des réseaux africains de vérification Africa Facts Network et Africa Factchecking Alliance AFCA.

Donald Tchiengue est un exemple de réussite du programme #AFFCameroon dont il est le coordinateur principal à ce jour. En effet, son parcours dans la pratique du Factchecking a débuté par sa sélection à ce programme lors de la 5e cohorte. Sa détermination, son sens critique exposé régulièrement sur son blog www.tchienguereports.com et sa passion pour la vérité et la précision de l’information, ont contribué qu’il se démarque significativement et soit l’un des formateurs les plus respectés dans ce domaine crucial au Cameroun et hors des frontières nationales. 

Grâce à son engagement, Donald Tchiengue est régulièrement sollicité pour des conférences et des séminaires et des ateliers de formations où il est appelé à former des journalistes, des blogueurs, des activistes et d’autres professionnels des médias. Recruté pour l’initiative #defyhatenow en tant que chargé des projets numériques, il s’illustre par la conceptualisation et l’implémentation des projets axés sur le digital et l’utilisation responsable TIC pour la Paix et la cohésion sociale. Par ailleurs en tant que coordinateur du programme de factchecking #AFFCameroon, il travaille à créer et à mettre à jour des formations interactives adaptées à différents publics, afin d’aider chacun à comprendre l’importance du fact-checking et à utiliser les outils nécessaires pour déceler les fausses informations. Son approche pratique et ses conseils avisés ont permis à de nombreux individus et organisations de se lancer dans des démarches de vérification rigoureuse. Septentrion Check les Boursiers #AFFCameroon Cohorte 6

l’Association Septentrion Check travail dans la lutte contre la #désinformation dans la partie Septentrionale du pays. C’est une association qui a été créée le 7 Janvier 2023,  déterminée à mener le combat contre la désinformation au Cameroun. 

Après une formation régionale couvrant le Grand Nord (Cohorte 6), l’Adamaoua et l’Extrême-Nord du Cameroun, quatre boursiers ont décidé de créer un programme télévisé destiné à vérifier les informations diffusées en ligne et hors ligne. Après quelques diffusions sur Galaxy TV Media Group, le groupe a récemment introduit le nouveau site web du projet et les plateformes de médias sociaux. Septentrion Echos recrute d’autres boursiers formés, en vue d’éduquer le public sur l’utilisation responsable de la technologie pour la paix, de promouvoir la cohésion sociale et de contrer la propagation de la désinformation.

Durant la deuxième conférence de l’#AFFCameroon, l’équipe du Septentrion check a marqué par sa présence et son partage d’expérience à cette rencontre. Jérôme Baïmélé, représentant de septentrion check a évoqué le travail acharné de l’équipe dans l’éducation aux médias, la lutte contre les fake news, la désinformation et la mal information dans le septentrion Camerounais. Hemes Nkwa Boursiere #AFFCameroon Cohorte 5 / www.yohedahealth.org 

Hemes Nkwa est un médecin spécialisé dans l’épidémiologie de terrain qui possède également un diplôme en relations internationales en raison de sa passion pour la technologie et la communication. Elle est également la fondatrice d’une plateforme de vérification des faits dans le domaine de la santé, Yoheda Health Solutions, qui collabore avec plusieurs organisations locales et internationales spécialisées dans la vérification des faits dans le domaine de la santé. 

Elle a été responsable de la communication numérique nationale contre Covid19, le choléra et les maladies évitables par la vaccination. Il y a six ans, elle a fondé une organisation à but non lucratif, Youth for Health and Development of Africa (YOHEDA). Elle a été mentor des Nations unies pour un projet de technologie civique visant à renforcer les compétences numériques de 500 jeunes au Sahel en 2021. Elle a remporté plusieurs prix nationaux et internationaux pour son engagement en faveur des questions de santé, notamment le meilleur article de blog pour le 75e anniversaire des Nations unies, la meilleure blogueuse en 2020, la meilleure présence numérique en matière de santé au Cameroun et le meilleur spécialiste de la vérification des faits en 2022. 

En tant que membre de plusieurs réseaux de jeunes tels que Mandela Washington Fellowship, elle utilise ses connaissances, ses compétences et son réseau pour être un acteur de changement innovant au Cameroun et en Afrique. Son expérience avec #AFFCameroon a été déterminante dans son parcours professionnel. C’est en effet la première formation professionnelle à la vérification des faits qu’elle a reçue lorsqu’elle a rejoint le programme en 2021. Elle raconte que cette formation lui a ouvert les portes de nombreux cours prestigieux et l’a ensuite amenée à devenir consultante et formatrice pour plusieurs projets majeurs au niveau national au Cameroun et au niveau international également et grâce à cette formation, elle s’est sentie motivée pour créer une plateforme de fact-checking pour la vérification des informations liées à la santé. En tant que professionnelle de la santé, la lutte contre la désinformation est cruciale pour assurer un accès équitable à une information de qualité pour la population. 

Junior Haussin Boursier #AFFCameroon Cohorte 5

Junior Haussin Noulapoum Kuaye est de nationalité camerounaise. Il est journaliste en service à Canal 2 International et spécialisé dans le Fact-checking et les questions de littératures. Aujourd’hui il est présentateur de la rubrique Fact-checking intitulée OUI ou NON sur la chaîne télévisée Canal 2 International. 

Junior Haussin est écrivain, auteur de deux ouvrages à savoir: La plume Noire de L’encrier (2017) et Banane malaxée ( 2020). Il est actuellement Président du réseau national des journalistes littéraires du Cameroun et chef pôle art littéraire pour la région du littoral au Cameroun. 

Junior Haussin fait partie de la 6e cohorte du programme  #AFFCameroon, un programme qui lui a été très utile dans le traitement de l’information au sein de la chaîne de télévision qui l’emploie. Aujourd’hui, grâce aux outils acquis durant ces périodes de formation avec #AFFCameroon, il a pu mettre sur pied une rubrique de Fact-checking dans le journal télévisé de Canal 2 International. Cette rubrique s’appelle Oui ou Non et est diffusée tous les mercredis dans le 19h50, joignez vous à lui quand vous le pouvez et vous n’allez pas le regretter 

Badal Fomoh Boursiere #AFFCameroon Cohorte 5

Badal est une blogueuse sportive et culturelle primée, passionnée par la communication et la vulgarisation du football local. Elle a travaillé pour des organismes d’information de premier plan, où elle a couvert un large éventail de sujets, notamment la culture, le sport et les questions sociétales. 

Addict des nouveaux médias et obsédée par l’inclusion et l’égalité, en 2020, lorsque j’ai postulé au programme #AFFCameroon, elle était très loin d’imaginer l’impact que cette formation aurait sur sa vie, ça été une transformation totale. L’expérience a été tellement bénéfique, qu’elle a non seulement élargi ses perspectives mais également renforcé sa conviction que les blogueurs peuvent jouer un rôle significatif dans ce domaine. Au cours de cette formation, elle explique avoir rencontré des personnes remarquables tant parmi les boursiers que les formateurs, leur passion pour la vérification des faits et leur dévouement lors des séances pratiques ont été une réelle source d’inspiration. La rédaction d’un article de fact-checking a été l’un des moments les plus importants, lui permettant  de réaliser que ses compétences en blogging peuvent contribuer à promouvoir la vérité et la transparence dans un monde où la désinformation est omniprésente. 

Riche de cette expérience par laquelle elle a découvert différents moyens de combattre le discours de haine et la désinformation, elle entreprend de mettre sur pied une initiative qui se consacre à la lutte de ces fléaux par l’éducation aux médias. C’est ainsi que le 18 août 2022, 237ClassPro a vu le jour.  Aujourd’hui Class Pro n’est plus qu’une simple initiative, c’est une association en voie de légalisation qui ambitionne de construire un cyber-espace civilisé, responsable, égalitaire où aucune forme de violence n’a sa place. 

Engagée pour le développement de relations positives avec les médias, Badal a récemment contribué à la rédaction d’une charte sur le fact-checking, l’éducation aux médias et est souvent invitée à prendre la parole lors des évènements. En dehors de parcourir les stades, de sensibiliser et de former, elle aime les voyages, lire des livres et découvrir de nouvelles cuisines. 

Ngufack Temngwa Boursiere #AFFCameroon Cohorte 8 /

Avant de rejoindre la bourse de l’#AFFCameroon, elle n’avait qu’une connaissance limitée de la vérification des faits et de ses méthodologies. Cependant, sa vie professionnelle a pris un tournant décisif lorsque le professeur Che Tita l’initie à l’essence de la vérification des faits. Sous la direction du professeur Tita de l’Université de Buea, en tant que fondateur de Cameroon Check, une plateforme de vérification des faits qu’elle dirige aujourd’hui, il l’a éclairée sur l’importance de l’exactitude. Le professeur Che Tita est un mentor, un enseignant et une source d’inspiration constante. Son soutien indéfectible l’a aidée à surmonter les obstacles et à explorer avec audace des territoires inexplorés.

La formation offerte par la bourse a été plus qu’une simple formation. C’était un voyage transformateur de découverte de soi. Elle dit avoir acquis les compétences et les connaissances nécessaires pour devenir une vérificatrice de faits assertive. Les sessions, tant physiques qu’en ligne, ont couvert les fondements théoriques de la vérification des faits et ont fourni des outils et des techniques pratiques pour vérifier les informations. Fière de ce qu’elle a appris et accompli, confiante dans sa capacité à vérifier tout et n’importe quoi, elle se passionne pour chaque rapport de vérification des faits qu’elle a pu produire, sachant que son approche est unique et que sa contribution est précieuse.

La formation est allée au-delà des compétences techniques, lui donnant la capacité d’analyser les informations sous de multiples perspectives en lui apprenant à questionner, remettre en cause et rechercher la vérité dans le bruit de la désinformation. Elle dit avoir amélioré ses compétences en matière de recherche, ce qui lui a permis d’approfondir des sujets complexes et de présenter au public des informations fondées sur des données probantes. 

Tout au long de la bourse, les organisateurs ont créé un environnement propice à la croissance et à la collaboration. Ils ont encouragé le travail d’équipe, reconnaissant le pouvoir des efforts collectifs dans la lutte contre la désinformation. Les mentors, forts de leur expérience, étaient toujours disponibles pour offrir conseils et soutien, veillant à ce qu’aucun boursier ne soit laissé pour compte.

L’impact de la bourse va bien au-delà des sessions de formation. Il lui a donné les moyens d’amener Cameroon Check vers de nouveaux sommets. Forte des connaissances et des compétences acquises, la gestion de la plateforme est devenue une entreprise plus utile et plus efficace. Avec plus de 50 rapports de vérification des faits et des rapports sur la santé des médias sociaux publiés, atteindre des personnes avides d’informations exactes dans une mer de mensonges a été une expérience tellement apaisante pour elle. 

Elle décrit ensuite l’impact que la bourse lui a apporté, mentionnant les opportunités incroyables de contribuer à des interviews, à des projets de recherche et à la mise en relation avec des experts dans le domaine. Ces expériences ont renforcé son engagement dans la lutte contre la désinformation, alimentant sa détermination à avoir un impact durable dans le domaine de la vérification des faits. 

Inondée d’une profonde gratitude, elle affirme que la foi inébranlable du Prof. Che Tita en ses capacités et le soutien indéfectible de l’#AFFCameroon ont servi de catalyseur à son développement personnel et professionnel. Il a allumé une flamme au plus profond d’elle-même, alimentée par un dévouement inébranlable à la vérité et à la responsabilité, brûlant avec une intensité émotionnelle.

Rene Nkowa Boursier #AFFCameroon Cohorte  9

Diplômé de l’École supérieure de journalisme de Lille, il travaille comme consultant en conception et diffusion des contenus éditoriaux numériques. Depuis bientôt quinze ans, il vient en soutien aux organisations de toutes sortes (médias, organisations internationales, ONG, associations, PME) qui souhaitent avoir une présence en ligne de qualité par leur contenu et leur présentation. 

Si par sa profession il est sensibilisé sur les questions de vérification des faits depuis le tout début, il a souhaité en apprendre plus sur ces techniques à la suite de la période électorale problématique de 2018. C’est ainsi qu’il  découvre l’initiative #defyhatenow en 2019 en participant une première fois à ses activités. En octobre 2023, il a eu le privilège d’être sélectionné comme boursier de la 9e cohorte de la vérification des faits #AFFCameroon et pour la lutte contre les discours de haine.

Il explique que l’apport des connaissances acquises lors de cette formation a changé sa manière de recevoir et traiter l’information. Il dit qu’il est beaucoup plus attentif maintenant au sens des mots, des termes ou des expressions qu’il utilise dans ses interactions avec les collègues et dans les contenus qu’il diffuse en ligne. Il dit servir aussi de relais de sensibilisation à l’endroit de personnes qui ne sont pas à jour au fait de la réalité, de la propagation des fausses nouvelles et des dangers qu’elles font peser sur l’harmonie sociale. Présentement René nourris un projet qu’il espère réaliser d’ici la tenue de l’élection présidentielle au Cameroun en 2025 : celui de la réalisation d’un podcast, sous la forme d’une série-reportage sur les enjeux au Cameroun de la lutte contre la désinformation.

Fabrise Bwamou Boursier #AFFCameroon Cohorte  9

Fabrice Bwamou, Designer Graphique autodidacte, Blogueur, Secrétaire Général de l’Association des Blogueurs du Cameroun. En qualité de Secrétaire Général de l’Association des Blogueurs du Cameroun, Fabrice est engagé dans la promotion du blogging tant au Cameroun que hors du pays. Au quotidien, il  accompagne les entrepreneurs, blogueurs, journalistes et Community managers en leur enseignant comment créer des visuels attractifs et vendeurs sans nécessiter de connaissances approfondies en graphisme.

En 2023, son blog http://www.photoshopourtoutfaire.com/ a célébré son cinquième anniversaire, ce qui a marqué un jalon important dans son engagement envers la communauté en ligne qu’il a construite au fil des années. Cette année-là, il a également organisé plusieurs ateliers de formation avec succès, fournissant une plateforme pour partager ses connaissances et inspirer d’autres passionnés de graphisme à atteindre leur plein potentiel. 

En 2024, il a eu le privilège d’être choisi comme Boursier de la Cohorte 9 du programme #AFFCameroon après avoir postulé 4 fois de suite et avoir été sélectionné la 5eme fois. Cette opportunité lui a permis de bénéficier d’une formation de haute qualité en vérification des faits, renforçant ainsi son engagement envers l’excellence et l’exactitude de l’information dans le domaine du blogging et de l’information en Afrique. En tant que Boursier de la Cohorte 9,  il dit avoir participé à une formation approfondie en vérification des faits, dispensée par des experts chevronnés dans le domaine. Cette formation lui a permis d’acquérir des compétences solides en analyse critique des informations et en vérification de leur exactitude, ce qui est essentiel dans le monde du blogging et de la diffusion d’informations en ligne. Il explique comment il utilise son travail pour éduquer dans le domaine du Fact-checking soit dans des groupes whatsApp, ainsi que lors des interventions sur les réseaux sociaux.

En ce qui concerne les projets en cours et à venir dans ce domaine, Fabrice prévoit organiser plusieurs ateliers de formation pour enseigner aux participants à créer des visuels impactants afin de contrer les discours de haine. Ces ateliers seront axés sur l’utilisation de techniques de conception graphique pour promouvoir des messages positifs et contrer la propagation de la désinformation et des discours de haine en ligne.

   Rédaction d’articles de fact-checking graphique :

Il s’engage à poursuivre la rédaction d’articles de fact-checking graphique sur son blog, ainsi que sur d’autres plateformes et il va aussi organiser des sessions de formation pour comment rédiger des articles de fact-checking graphique. Ces articles seront destinés à démystifier les informations trompeuses et à fournir au public des analyses factuelles et visuelles pour les aider à prendre des décisions éclairées.

   Création d’une plateforme de factchecking avec la cohorte 9 :

En collaboration avec les membres de sa cohorte, ils ont pour ambition de créer leur propre plateforme de fact-checking, facthunters.com. Cette plateforme servira de ressource centralisée pour la vérification des faits, offrant aux utilisateurs un accès à des analyses précises et détaillées des informations circulant en ligne. L’objectif sera de fournir une alternative fiable et transparente aux sources d’information traditionnelles, contribuant ainsi à promouvoir une culture de responsabilité et de véracité dans le partage d’informations sur internet.

Fact hunters est une initiative indépendante composée de journalistes, blogueurs et créateurs de contenu qui se sont donnés pour mission de mener des activités plurielles pour prévenir et sensibiliser contre les discours haineux et la désinformation dans leur médias et au sein de leur communauté. 

 Ndjip Ndjip Jéremie, #AFFCameroon Cohorte 10

Sélectionné pour la 10e cohorte du programme #AFFCameroon, Ndjip Ndjip Jérémie est promoteur de média numérique et est consultant en communication d’influence auprès de plusieurs organisations. Dans le cas de la formation, Jérémie a initié la mise en œuvre des capsules vidéos pour sensibiliser sur les enjeux des fake news et sur les attitudes à adopter pour prévenir la propagation des fausses informations et des discours haineux. Depuis lors, Jeremie passe sur la chaîne nationale CRTV pour parler de désinformation et des stratégies pour la prévenir et l’atténuer.

Six years on and one year away from the next elections in Cameroon, the relatively intact capacity for nuisance of accounts and/or pages stimulating tribal rivalries through the propagation of false information, the influence of purposely created fake news shadow cabinets, the traces and impact of online disinformation campaigns remain indelible and continue to weigh on the current national media landscape. To address this threat to peace, a number of local and regional initiatives have been launched, including the Africa Factchecking Fellowship and the 237 Check open platform run by #defyhatenow / Civic Watch Cameroon, which to date has equipped over 220 media professionals and community leaders in information verification techniques and methods. Over the past few years, these initiatives, led mainly by civil society and some media actors, have succeeded in raising public awareness and sounding the alarm about the dangers of false information. However, with just a few months to go before the upcoming elections, fears of a resurgence of disinformation and propaganda campaigns remain strong, especially given the information dynamics currently taking place on social media and in the press in relation to public governance, socio-political and even football issues.

Understanding the relationship between elections and disinformation 

Elections constitute an important moment in a process of democratization in Africa. It’s the indicated means of ensuring the orderly process of leadership succession and change and an instrument of political authority and legitimation. The failure of having credible elections or their absence is considered as a symbol of political dictatorships and personalized rule by the international community. Electoral process is the longest moment of the electoral cycle and it can be divided into three key phases: pre-voting, voting, and post-voting. Credible and transparent media coverage is crucial to ensuring greater citizen participation, strengthening social cohesion and promoting democracy.

The treatment and quality of information provided by the media is therefore particularly important at this time, as it could have a decisive impact on the outcome of the election, the turnout and, above all, the consolidation of peace. Nevertheless, in today’s digital age, disinformation appears to threaten the integrity of elections.

In Cameroon, as in most other African countries, misinformation or false rumours (the term ‘false rumours’ is more commonly used in sub-Saharan African legislation to describe fake news) are spreading rapidly thanks to widespread access to digital platforms such as WhatsApp, which is used more for private exchanges. The electoral experience of Gambia in 2021 and Nigeria in 2019 illustrates the role that WhatsApp can play in amplifying the proliferation of false information influencing the voting process and citizen participation.

On the other hand, the traditional and complex word-of-mouth information ecosystem sometimes perpetuates prejudices and false narratives developed in a context where Internet access does not reach 50% of the population. In such an environment, false information spreads rapidly, fuelling violence and political tensions because local communities have very few means of checking the data or content they receive.

In addition, socio-economic inequalities and exacerbated ethnic tensions, which are reinforced by biases and regularly used by politicians to manipulate the masses, also constitute a vector for disinformation. This observation is corroborated by the analysis of Anuragini Shirish and Kanika Kotwal revealing that a higher level of economic development of people in a State curbed its fake news propensity. In Africa instead, political actors work to construct ethnic enemies by maliciously exploiting weaknesses in information systems, hate speech and the fabrication of imaginary stories aimed at mobilising popular support for their personal interests during elections. In other words, repeated exposure to fake news and conspiracy theories help fuel hate speech, social polarization and violent extremism (Hassan et al. 2019). This has the effect of dividing communities, most of whose members do not always have the critical ability to properly analyse the truth from the false, or to identify the real causes of the social, political and economic problems they face, or to help formulate and monitor effective responses as it’s explained by Steven Livingston.Also the cases of Kenya’s elections in 2022 and Nigeria’s elections in 2023 prove that local politicians are increasingly using disinformation as a strategy to acquire popular supports.

 So, to avoid a repeat of catastrophic experiences in other countries and given that socio-political stability and the promotion of peaceful coexistence depend to a large extent on the establishment of a credible national information system made up of dynamic agents capable of producing and disseminating good information in a timely manner while respecting human rights, the 10th cohort of the #AFFCameroon program is one of #defyhatenow’s leverages for strengthening the capacities of mainstream and digital media, improving access to good information and developing intra-societal and community communication.

Perspectives for cohort 10 #AFFCameroon

The main objective of this 10th cohort is to improve understanding of the phenomenon of disinformation in real time, especially with the advent of artificial intelligence, in order to develop strategies to prevent people from adhering to conspiracy theories by defusing election-related fake news. To ensure that the conduct of elections poses no threat to peace, it is important that citizens have sufficient access to reliable information. For the coordinator of the Africa Factchecking Fellowship, Donald Tchiengue, the #AFFCameroon fellows must be upstream and downstream of the circulation of good information, helping to shape democratic debate and public opinion by preventing and mitigating fake news while producing verifiable and verified information. 

As peacekeepers, these media professionals (journalists and bloggers) and community leaders must give themselves a mandate to track down and denounce any attempt to influence or manipulate the masses online and offline. To this end, during their training they will be trained and equipped to:

• Verify claims made by politicians and media outlets, ensuring that information disseminated to the public is accurate and reliable. Through investigative content and factchecking articles to be publish on www.237check.org they should debunk disinformation campaigns and tactics employed to manipulate public opinion
• Educating the public through meetups on how to identify and discern misinformation, equipping individuals with the necessary tools to navigate the complex landscape of information 
• Promoting media and information literacy by promoting in-depth analysis to voters for them to have the necessary insights to make informed decisions.
• Contribute to the establishment of a monitoring and fact-checking unit in their media’s organization in other to be trusted sources of information. The purpose is the level of transparency about their sourcing and reporting processes, fostering trust and credibility among their audience.

In an era where the lines between fact and fiction can often blur, this contribution of #defyhatenow with the factchecking program #AFFCameroon is to promote democracy and transparency for the vital need of peace and social cohesion for a #HateFreeCameroon.

Justification

The growing use of ICTs in Cameroon has been followed by a liberalization of public discourse, allowing sometimes unqualified actors to control, disseminate or influence information for strategic purposes. This has an impact on people’s lives and well-being. It is within this information disorder that in 2023, due to the work of several journalists uncovered the modus operandi of Team Jorge, which is said to have carried out around two dozen operations of misinformation, cyber-espionage and propaganda in several African countries. All over Africa, and particularly in Cameroon, false information and hate speech online and often in the traditional media flood the news, concealing media strategies aimed at manipulating strategies designed to manipulate public opinion and serve the interests of its initiators. The widespread use of artificial intelligence and social media such as Tik Tok are helping to amplify the phenomenon of disinformation and manipulation of the masses. In a Cameroonian context already marked by socio-political, security, inter-community and environmental crises, disinformation could in 2025 further deteriorate the fabric of living together, social cohesion and peace that we are trying to sew together.

Context

 The experience of the so-called Anglophone crisis since 2016 and the socio-political crisis of 2018 justifies these fears. Indeed, during the presidential elections, internet users were overwhelmed by streams of fake news and hate speech that further polarized social cleavages and exacerbated socio-political and tribal tensions. To this day, fake news and hate speech online and even in the traditional media take the form of current events. Despite the best efforts of those involved, the phenomenon is taking on worrying proportions, against a backdrop of tribalism attacks and their by-products.

To prevent misinformation and influence campaigns from shaping public debate and social cohesion during the 2025-2026 elections, #defyhatenow, through its African Fact-checking Fellowship (#AFFCameroon) program, has been working for over four years to train and equip media professionals and community leaders in the techniques and methods of fact-checking and combating online hate speech. To date, nine cohorts have been trained, bringing together more than 200 professionals from the Centre, Littoral, South West, North West, Adamaoua, North, Far North and West. Although these efforts to mitigate the threat have borne fruit, the need to raise awareness among Internet users of the issues involved in fact-checking and to develop their critical faculties remains essential.

However, fact-checking as a practice is not new; it has existed in newsrooms for a long time. Verification of online information and public claims has increased in recent years due to the proliferation of fake news on social media. This need to mitigate the increase in fake news online remains a subject that is not sufficiently covered by the mainstream online and offline media.

To fill this gap, #defyhatenow is launching a call for applications for the 10th cohort for the next three months of September – October – November 2024, specifically for media professionals and community leaders. The aim is to create a critical mass of fact-checkers, information warriors, online and offline hate speech and digital rights defenders.

About the Africa Fact-checking Fellowship

The Africa Fact-checking Fellowship Cameroon is designed to monitor and map viral trends on social media related to major issues in Cameroon, including peace, social cohesion, good governance and democracy. It also aims to select future trainers in fact-checking and the prevention of hate speech. Through its various cohorts, #AFFCameroon aims to put seasoned professionals in the field to make an effective contribution to building and consolidating peace by combating disinformation and hate speech. 

Africa Fact-Checking Fellowship (#AFFCameroon) aims to promote fact-checking, data journalism, media and information literacy and digital rights to journalists, bloggers, content creators and community leaders in Africa. The three-month program aims to equip fellows with the skills and tools they need to tackle the current challenges of fake news in their countries of operation. The program is based on a blended learning model that uses face-to-face sessions, webinars, practical lessons, peer-to-peer learning and practical work in the field. Fellows will have access to a rich set of online tools and resources as well as a network of experts and professionals from around the world.

Association Civic Watch Cameroon

Civic Watch is a community-based organization registered in Cameroon as a non-profit youth led group. Its main goal is community mobilization to counter hateful rhetoric among young people both online and offline. It addresses questions of incitement to violence, tolerance and peace building in relation to social media. Civic Watch offers a unique portal of relevance and significance in the quest for solutions to conflict situations by promoting social cohesion and growth locally. Justification

Le taux croissant d’utilisation des TIC au Cameroun a été suivi par une libéralisation de la parole publique permettant à des acteurs parfois non outillés à contrôler, diffuser ou influencer l’information à des fins inavouées. Ceci ayant des impacts sur la vie et le bien-être des populations. C’est dans ce désordre informationnel qu’en 2023, grâce au travail de plusieurs journalistes, on découvrait le mode opératoire de la « Team Jorge » qui aurait mené une vingtaine d’opérations de désinformation, de cyber-espionnage et de campagnes de propagande dans plusieurs pays africains. En effet, partout en Afrique et notamment au Cameroun, les fausses informations et les discours haineux en ligne et souvent dans les médias classiques inondent l’actualité ; cachant des stratégies de médiatisation visant à manipuler l’opinion publique et servant les intérêts de ses initiateurs. La vulgarisation de l’intelligence Artificielle et des réseaux sociaux tels que Tik Tok contribue à amplifier le phénomène de désinformation et de manipulation de masses. Dans un contexte camerounais déjà marqué par des crises sociopolitiques, sécuritaires, intercommunautaires et environnementales, la désinformation pourra en 2025 davantage détériorer le tissu du vivre ensemble, de la cohésion sociale et de la paix qu’on recherche à coudre. 

Contexte

 L’expérience de la crise dite Anglophone depuis 2016 et la crise sociopolitique de 2018 justifie ces craintes. En effet, lors des élections présidentielles, les internautes ont été inondés par des flux de fake news et de discours haineux qui ont polarisé davantage les clivages sociaux et exacerbé les tensions sociopolitiques et tribales. Jusqu’à ce jour, les fausses nouvelles et les discours de haine en ligne et même dans les médias classiques, prennent la forme de l’actualité. Malgré l’effort des acteurs, rien n’y fait, le phénomène prend des proportions inquiétantes avec en toile de fond les attaques tribalistes et ses dérivés.

Pour éviter que la désinformation et les campagnes d’influence puissent influencer le débat public et la cohésion sociale lors des échéances électorales de 2025-2026, #defyhatenow via son programme African Fact-checking Fellowship (#AFFCameroon) travaille depuis plus de quatre ans à former et outiller les professionnels de médias et les leaders communautaires aux techniques et méthodes de vérification de faits et de lutte contre les discours haineux en ligne. A ce jour, neuf cohortes ont été formées; regroupant plus de 200 professionnels du Centre, Littoral, du Sud-Ouest, du Nord-Ouest, de l’Adamaoua, du Nord, de l’Extrême-Nord et de l’Ouest. Malgré que ces efforts déployés pour atténuer cette menace ont porté des fruits probants, le besoin de sensibiliser les internautes sur les enjeux de la vérification des faits et de développer leur esprit critique, reste indispensable.

Pourtant, la vérification des faits en tant que pratique n’est pas nouvelle ; elle existe depuis longtemps dans les salles de rédaction. La vérification des informations en ligne et des allégations publiques a augmenté ces dernières années du fait de la prolifération des fake news sur les réseaux sociaux. Cette nécessité d’atténuer l’augmentation des fausses nouvelles en ligne reste sujet pas assez couvert par les médias grand public en ligne et hors ligne.

Pour combler ce déficit, #defyhatenow lance l’appel à candidature de la 10 ème cohorte pour les trois prochains mois de Septembre – Octobre – Novembre 2024, spécifiquement pour les professionnels des médias et les leaders communautaires. L’objectif est de créer une masse critique de vérificateurs de faits, des combattants de l’information, de discours de haine en ligne et hors ligne, et de défenseurs des droits numériques.

La bourse pour la vérification des faits Africa Fact-checking Fellowship Cameroon a été conçue pour suivre et cartographier les tendances virales sur les réseaux sociaux liés aux grandes thématiques au Cameroun, notamment à la paix, la cohésion sociale, la bonne gouvernance et la démocratie. Il s’agit également de sélectionner des futurs formateurs en factchecking et en lutte contre les discours haineux. #AFFCameroun, à travers ses différentes cohortes, vise à mettre en place des professionnels chevronnés sur le terrain pour contribuer efficacement à la construction et la consolidation de la paix à travers la lutte contre la désinformation et les discours haineux. 

Africa Fact-Checking Fellowship (#AFFCameroon) vise à promouvoir la vérification des faits, le journalisme de données, l’éducation aux médias et à l’information et les droits numériques aux journalistes, blogueurs, créateurs de contenu et leaders communautaires en Afrique. Ce programme de trois mois vise à doter les boursiers des compétences et des outils nécessaires pour relever les défis actuels de la diffusion de fausses nouvelles dans leurs pays d’opération. Le programme est basé sur un modèle d’apprentissage mixte qui utilise des seances en présentielles, des webinaires, des leçons pratiques, l’apprentissage entre pairs et le travail pratique sur le terrain. Les boursiers auront accès à un riche ensemble d’outils et de ressources en ligne ainsi qu’à un réseau d’experts et de professionnels du monde entier.

#defyhatenow initiative is organising a conference on elections and disinformation in Yaounde this week. First things first, what inspired the focus of this event which brings together over 300 participants? 

The #defyhatenow initiative is implemented in several countries in Africa, particularly in conflict-hit and conflict-prone regions. Cameroon is approaching an election year in 2025, and we have learnt from past experience that we do not need to wait till that time. We therefore decided to spur public discourse on elections, looking at it before, during and after the voting process, by accompanying Cameroonians to learn to fulfil their civic responsibilities, with focus on the bigger picture. This year, we seek to mobilise relevant stakeholders in view of working towards socio-political stability, good governance, democracy and peace in Cameroon during the pre-electoral, electoral and post-electoral periods. This conference is therefore intended to be a starting point for a series of activities that will be carried out in the run-up to the presidential, legislative and municipal elections in Cameroon. We are working on proposing more effective, preventive, and reactive responses to guide future efforts to protect electoral integrity and prevent electoral violence. Building on the success of the maiden edition in November 2022, this year’s Conference aims to equip participants with the tools and strategies needed to counter disinformation, promote fact-checking, and defend digital rights in the face of mounting threats.

One of the main methods we have been using to prepare youth is the Africa Factchecking Fellowship – #AFFCameroon. The quarterly training is intended for journalists, bloggers and community leaders on ways to counter disinformation using online factchecking tools. Launched in January 2020 with just seven fellows for cohort 1, today we have equipped over 200 Fellows through nine cohorts. We realised based on their experiences that most communities have access to internet and electricity, but lack media and information literacy. This is one of the factors that can explain the widespread disinformation, since people easily accept everything they see online as true. With elections in view, we already know this will be rife. 

Part of the theme borders on digital threats to elections in Cameroon. What would you say are some of those threats?

For any keen social media user, you would realise that at particular periods of the day, or when a major national event is approaching, there is usually a trend on social media. Either it is breaking news from doubtful sources, or a particular piece of content with exactly the same syntax, errors or photos flood cyberspace. People get excited when they see trendy news, but experts like us have the ability to know simple or harmless information that goes viral; and one that does so with an ulterior motive. election period is a critical stage in any country’s history. This process is also marked by an influx of information, but this needs to be processed in order to make informed decisions. Understanding why, as a Cameroonian, you need to register to vote, who to vote for, how to organise yourself on the d-day, what to do after the declaration of results, etc. requires information. The manner in which people behave throughout this process depends significantly on the type of information they receive, which could be true or false. 

The greatest digital threat to elections is in the human mind, especially when it is not prepared to filter the type of information it receives. It is common to see people forward information in WhatsApp groups or Facebook in the name of “verifying”. The moment you forward any unconfirmed information, you are helping to feed the intent, which is usually negative. The moment people don’t detach themselves from their emotions and receive everything they see with a critical eye, we are in grave danger. Until we decide to take it upon ourselves to be each other’s keeper and seek to collectively develop our nation, we would easily contribute in sharing information that can destroy rather than build. 

Should digital platform creators want us to post without control, they could have made it possible for every text to appear immediately online. But no, there is a button you always need to press for the post to go online. What am I trying to say: that last button you need to click on to like, comment, share or post is a brake to enable the internet users to verify and be sure before they click. Unfortunately, we see people who are faster to forward than to check. Should this not be checked, we would have an uncontrolled flow of information which can rather lead to chaos than ease the election process. 

Another threat we see is the sponsorship of pseudo accounts to either send out political agendas or attack political opponents. The Internet has brought a lot of development, as we can see, but has also introduced other forms of inconvenience. Where people only had access to a limited geographical area, today they can be viewed all over the world. In the same way, disinformation that was limited to a small area today spreads fast at the speed of light. Our advice is for every internet user to be watchful of their words and actions during the election period, especially as we know words have the ability to build or destroy. 

How do you think these threats can be effectively contained?

There are several ways we can counter digital threats, especially during elections. It starts with an individual consciousness and moves to a collective desire to do no harm. Fair-play should be the key-word, i.e., running elections on level ground. Unfortunately, what derives from Cameroon is that politics is run along tribal and religious lines. As a result, rather than using development oriented ideas to campaign, we see direct attacks on opponents built on their political or religious leanings. As Cameroonians who love our country, we need to think about the future. The actions we take today to solve a problem, may only turn out to become a greater problem tomorrow. For example, when you attack an opponent because of their tribe, you can never tell which tribe your children may choose to marry in the future. As a worker, you do not know where you will be transferred to one day, and it just might be in the community you tried to destroy in the past through disinformation. 

When we go out for sensitization or training sessions, we always remind people we meet of how they admired their generations before them. This helps guide them to reflect on what image they expect the future generation to have of them, because a country can only grow better as a result of the policies implemented, the actions of its people, or the way we choose to treat each other. 

The other side of the debate will touch on disinformation during the election period. How serious can the situation be and with what consequences?

When we look at how elections have been tampered with in countries around the world, we are obliged to anticipate this in Cameroon. For example, our neighbour Nigeria in 2015 and Kenya in East Africa during the 2017 elections witnessed influence campaigns from organisations like Cambridge Analytica in swaying elections via digital platforms such as Facebook, Twitter, and WhatsApp. These digital battlegrounds have become arenas where narratives are shaped, alliances forged, and public opinion moulded. 

In a continent where digital access is burgeoning, and internet usage is dynamic—Cameroon stands at a crossroads. The upcoming 2025 presidential, legislative, and municipal elections loom large, casting shadows of uncertainty over peace and social stability. We not only need to access information, but ensure it is useful. We cannot ignore the lessons of history, as seen in the 2018 post-electoral crisis spurred by tribal undertones that has been fueling tensions both online and offline. This has created a pseudo ethnic and political divide, leading to the emergence of “Tontinard” vs “Sardinard” rhetoric. For a country that is gearing towards emergence by 2035, such discussions are not healthy. As we can imagine ahead of 2035, the widespread use of fake news and hate speech, if left unaddressed, will inundate the digital sphere, further polarising society and exacerbating tensions. The stakes are higher now. As we approach elections, we must fortify our defences against disinformation and influence campaigns, as it is already being observed.

How can practicing journalists contribute to efforts aimed at combating disinformation and even hate speech circulated during such moments?

The first thing any responsible journalist can do is get their facts right. We are humans, so errors can occur. Many people think that disinformation is only on social media, but I will shock them by saying that mainstream media too is falling into its trap. The best way to reduce the error margin is by verifying over and over. Do not publish until you have all the facts to back your claim. It is a risky choice to destroy lives and families just because you want to break the news. The moment a journalist or press outlet loses its credibility, it is bound to die. 

We have a media for peace approach at #defyhatenow and we have been supporting the press in their work daily.  But this is not enough; there is a need for a structural reform of media organs and associations, with clearly defined plans of actions addressing such issues. Unfortunately, the economic outlook does not give room for excellence, rather we see individuals who are trained, aware of the risks involved but yet indulge in spreading fakenews in their media in order to “survive”. 

Ideally, media organs need to broaden their scope and occupy the digital space. There is a common saying that nature abhors a vacuum. The rise of citizen journalism should not be completely considered as a threat, rather a call for media organs to rise from slumber. By adapting their work to evolving trends, it will not only make them more competitive in the digital age, but will equally enhance trust with their audience. There are people that do not believe any news, except when it comes from a particular media they are attached to. The moment this trust is breached, it is usually impossible to regain it fully. 

This conference is certainly to lay the groundwork for continuous reflections on the issues in focus. What are the major outcomes you are envisaging? 

In February, we organised a multi-stakeholder workshop to discuss joint strategies to counter hatespeech in media and on social media. The event was presided by the Minister of Communication, Rene Emmanuel Sadi, who expressed the government’s support of such initiatives. Based on the key recommendations, we designed this conference, reaching out to a wider audience. We intend through advocacy with public authorities, to explore avenues for collaboration in combating disinformation effectively, while promoting greater access to information. We are glad to see fellow civil society organisations join us in this collective strive for safe digital spaces during election period.  

We also envisage engaging election bodies like Elections Cameroon, political parties, public institutions by offering our expertise to assist during this crucial period in the life of our country. It is only through a synergy of actions that we can hope to achieve sustainable results on the ground. We are an on-the-boot organisation, our team is young and we work with a host of local relays who can gladly contribute to fostering a peaceful socio-political atmosphere as all eyes are watching to see Cameroonians take their destiny in their hands.

Mass education and sensitisation is needed during this period, the reason why we invited media associations to participate in the discussions. Through their press outlets, they are better placed to push the messages further to places we cannot reach physically. Their role is pivotal during such crucial moments, especially in helping shape the future of our country. We expect participants upon return to their respective communities, to implement what they have learnt in Yaounde.

How do you intend to capitalise on some of the strong recommendations of the conference? 

Our role at #defyhatenow is mostly to design, then let the actors and stakeholders directly involved to engage themselves. We will continue discussions in small groups that will be organised based on selected thematic, towns and areas of interest. But we do not want to end within the four corners of a conference hall; the real work is on the field. We intend to reach out to identified stakeholders through different stages of the electoral process, and share our findings with the powers that be.  

What should the government and other stakeholders such as civil society actors and politicians do to instill a culture of peace in times of election?

The government should ensure electoral bodies are independent, especially as their role in ensuring free and fair elections is what will determine the future. All parties involved in the electoral process should be impartial and free from political interference. The only way to build a sustainable society is by engaging all stakeholders at the relevant levels to ensure ownership of the process. We should not wait until the voting date reaches before we start rushing helter scatter.    Public institutions need to conduct voter education campaigns to inform citizens about the electoral process, their rights, and the importance of peaceful participation. Political parties and candidates should ensure the same opportunities and treatment so that they can engage in constructive dialogue and peaceful resolution of disputes.

As civil society actors, we can support by continuing our work to counter false information and propaganda that can incite violence or manipulate public opinion. This can be done through public awareness campaigns and fact-checking initiatives. Political leaders and parties should publicly commit to peaceful and fair electoral processes, condemning violence and hate speech. Let parties educate their members on responsible behaviour before, during and after elections. We have a collective responsibility to uphold the rule of law, including respecting electoral results and using legal channels to address grievances. By engaging in ethical campaigning that focuses on policies and ideas rather than personal attacks or incitement, we are laying a solid foundation that will ensure generalised development.

Civil society organisations stand a better chance to monitor the electoral process, observe polling stations, and report any irregularities or incidents of violence. But before that, we need to engage our communities in peacebuilding activities, such bottom – up approaches foster dialogue, tolerance, and understanding among diverse groups. We need to educate citizens about their legal rights and responsibilities during elections, including how to report electoral violations. Media has a key role to play too, by adopting media for peace, unbiased reporting, which plays a crucial role in shaping public opinion and perceptions.

It is only when different actors and stakeholders share their expertise in a coordinated manner, by working together, that we can all contribute to the creation of an environment where elections are conducted peacefully, fairly, and with integrity.

Why did you decide to create the documentary?
I chose to create the documentary because I’ve personally experienced the impact of hate speech. In our society, being raised by a single parent is often stigmatized. Growing up, I faced bullying and derogatory remarks like being called a bastard, and even witnessing my mother being called as a prostitute. Participating in the #defyhatenow fact-checking program inspired me to engage in media advocacy, and I found sharing my own story through a documentary to be the most effective approach.

What is the main message you want to convey through the documentary?
My primary message is the importance of creating a conducive environment for youth and children. Reflecting on my own experiences, I realized that we did not have the influence of social media or extensive television exposure at the time, but children still knew to use such hurtful language. They learn these behaviors from adults around them, including their parents. The words we speak about others, whether it’s about different tribes, races, or individuals, deeply impact how children perceive the world. It’s crucial to be mindful of our words and actions, as children absorb and interpret them, shaping their perspectives accordingly.

Any final thoughts you’d like to share?
I urge everyone to prioritize teaching and practicing love. By instilling love in our children and practicing it ourselves, we will be living our #defyhatenow values.

Le 15 février 2023, paraissait au grand public l’enquête « stories killers » du consortium Forbidden Stories qui met en lumière les actions d’une société israélienne clandestine spécialisée dans l’influence sur les réseaux sociaux et qui aurait manipulé des dizaines d’élections, notamment en Afrique. Grâce au travail de plusieurs journalistes pendant plusieurs années, le monde découvre donc le mode opératoire de la «Team Jorge » ayant conduit plus d’une vingtaine d’opérations de désinformation au profit d’États, d’hommes politiques, d’entreprises ou de riches bénéficiaires de plusieurs pays africains. Spécialisée dans la désinformation, le cyber-espionnage et la propagation de récits fabriqués de toutes pièces, Team Jorge a longtemps travaillé à la création de faux comptes sur les réseaux sociaux, la fabrication de faux documents, des opérations marketing pour redorer l’image écornée d’un dirigeant ou d’une entreprise. Elle offre aussi de mener des campagnes d’influence de grande ampleur, des deep fakes personnalisés ou le placement d’articles via le recrutement de journalistes qui influencent grandement le déroulement des élections.

Ainsi, le Nigeria en 2015 et le Kenya en 2017 ont été des cibles de Cambridge Analytica, la société britannique de conseil politique qui a tenté d’influencer les élections générales via Facebook, Twitter et WhatsApp. Dans un contexte fragile où l’accès au numérique se développe en Afrique et l’utilisation d’internet est de plus en plus dynamique au Cameroun avec la vulgarisation de l’utilisation de l’IA et l’avènement des réseaux sociaux d’influence tels que Tik Tok, les élections présidentielles prévues pour 2025 apparaissent être une potentielle menace à la construction de la paix et la restauration de la stabilité sociale.

Cette conférence se veut donc être un point de départ pour une série d’activités qui seront menées en prélude aux élections au Cameroun en 2025 dont le but est de proposer des réponses préventives et réactives plus efficaces que d’autres afin d’orienter les efforts futurs pour la protection de l’intégrité électorale et la prévention de la violence électorale.

JUSTIFICATION

Africa Fact-checking Fellowship (#AFFCameroon) vise à promouvoir la vérification des faits, le journalisme de données et les droits numériques aux journalistes, blogueurs et créateurs de contenu en Afrique. Cette initiative apparaît dans un environnement marqué par une prolifération de propos mensongers, de fabrication de l’information, des photos, des vidéos, le deepfake, le partage de trolls, la création de faux comptes, l’arnaque en ligne, les discours calomniateurs, de haine et dangereux sur les réseaux sociaux à l’intention des individus et/ou des communautés inter-ethniques.

A ce jour, plus de 150 personnes résidant dans diverses régions du Cameroun ont reçu un accompagnement technique, pédagogique et fonctionnel pour la vérification avancée de l’information. L’objectif est de créer une masse critique de vérificateurs de faits, des combattants de l’information, de discours de haine en ligne et hors ligne, et de défenseurs des droits numériques.

Pour que le travail de ces professionnels de l’information ait un plus grand impact sur la paix, il importe donc d’une part de mutualiser les efforts de différents acteurs de la société; d’autre part de promouvoir les pratiques de vérification de l’information et l’éducation aux médias et l’information à une plus large audience (notamment aux sein des organisations et institutions publiques et privées) dans le but d’accroître pour une meilleure gouvernance et pour restaurer la confiance sociale. La lutte contre la désinformation est aujourd’hui un enjeu de promotion et de préservation de la liberté de la presse et d’expression, de la promotion de la démocratie et de la bonne gouvernance axée sur la Gouvernance ouverte, de la promotion de l’utilisation responsable des TIC pour un développement harmonieux et durable.

OBJECTIF PRINCIPAL :

Tirer les leçons des expériences passées liées aux menaces numériques notamment la désinformation et les discours haineux qui pèsent sur les élections en Afrique et au Cameroun, afin d’élaborer des orientations stratégiques fondées sur des données probantes sur la manière de réagir plus efficacement lors des prochaines élections.

OBJECTIFS SECONDAIRES

1. Réunir tous les boursiers des différentes cohortes de #AFFCameroon pour définir des nouvelles perspectives d’action et de coordination dans la lutte contre la désinformation de manière significative en collaborant avec les institutions publiques et privées.
2. Sensibiliser et engager davantage les pouvoirs publics, les organisations et les entreprises dans la lutte contre la désinformation.
3. Initier un plan d’action pour une réponse coordonnée contre la désinformation permettant de définir des ripostes conjointes entre les différentes parties prenantes.
4. Partager de nouvelles idées et pratiques permettant de faire progresser le fact-checking au Cameroun et en Afrique pour mieux combattre la désinformation et les discours haineux en ligne en période électorale.
5. Réduire le décalage entre les perceptions et la réalité observée sur le terrain et les enjeux de la désinformation sur la paix.

Can you introduce the #AFFCameroon Fellowship to our readers?

The Africa Factchecking Fellowship – #AFFCameroon is a fact-checking training programme dedicated to content creators and civil society actors. It is a program of the #defyhatenow initiative led by r0g_agency for Open Culture and Critical Transformation, funded by the German Foreign Office. Launched in January 2020 dubbed #FactsMatter237, the quarterly training is implemented in Cameroon by a youth-led Organisation, Civic Watch. To date, we have had the opportunity to train over 150 journalists, bloggers, content creators, community leaders and digital rights activists. Fellows receive hands-on skills and knowledge in fact-checking techniques and methods, data journalism, online data collection and analysis. It should also be pointed out that we are taking advantage of this program to further equip the Fellows to effectively conduct online and offline awareness campaigns. So, we aim to provide all the necessary capacity-building, networking and available tools for them to work harder in detecting false information. They are also expected to organise and run media and information literacy initiatives at their levels.

For a program that aims to counter the proliferation of disinformation both online and offline, how would you assess the results achieved so far?

We have come a long way. It’s encouraging seeing that the number of people who are gaining awareness of the stakes of disinformation in a country like Cameroon is growing by the day. We are more or less satisfied because most of the Fellows we have trained today are working in reputable media houses. Others work with organisations that have a huge direct impact on the ground, as well as at national and international levels. And we’re delighted, especially as #defyhatenow had succeeded to gain a reputation as one of the key actors working on questions relating to disinformation. We see a vision that started timidly three years ago with 7 Fellows, grow in number and impact.

The Africa Factchecking Fellowship – #AFFCameroon, through its www.237check.org platform contributes significantly in the media and information literacy landscape in Cameroon. At the beginning of the Fellowship, we targeted journalists and bloggers, because they create content and have an audience that follows them religiously. Gradually we included online content creators of social media platforms, civil society actors because we realised they collect and share data, thus the need to learn how to select facts from what is fake. Our fellows have three main deliverables: producing factchecking report, mapping viral trends through social media health report and community outreach in the form of specialised meet-ups. 

The direct feedback we have received from Fellows is that they have improved the quality of their content, enhanced trust with their local communities and particularly, have been saved from professional mistakes and “trouble” thanks to their factchecking skills. Also, we see more and more people taking a personal commitment toward reducing fake news. We see this in the types of posts, comments or even interactions in whatsapp groups. We see people transforming from bystanders to community weavers, taking the responsibility to speak or react when they see any content that is not meant for good. We are also glad to see that as events around disinformation happen in Cameroon and abroad, most of the main actors are Fellows we have trained. In November 2023, we organised a National Conference on Disinformation in Yaounde, that brought together over 100 former Fellows, experts, public authorities, diplomatic missions and tech giants like Meta. 

Beyond Cameroon, we are actively participating in global discussions aimed at promoting factchecking practice. #defyhatenow’s factchecking platform, #237Check got admitted as a member of the pan-African Africa Fact Network, grouping over 70 organisations under Africa Check, the continent’s leading factchecking organisation. #AFFCameroon has also opened us to collaboration with the Africa Factchecking Alliance – AFCA through Code for Africa – CfA. This year, we equally ran a project on factchecking climate change and related issues sponsored by Meedan under the Check Global Funding, which gave our Fellows the opportunity to work on specialised themes. Through the invitations we continue to receive from other stakeholders, we are proud to see that the work we are doing is attracting interest from development partners. In April this year, the US Embassy in Yaounde organised a trip to the US on countering disinformation, with 10 journalists from different parts of Cameroon, among whom four #defyhatenow members. Thanks to the recommendation of Africa Check, we participated in CFI Media & Development two-day Global Conference on Disinformation that was held in Paris in July. For the second consecutive year, we have attended the Africa Facts Summit opening us to new avenues for collaboration at the level of the African continent. In addition to direct impact with selected people, we are working on developing online modules to help internet users gain skills on fostering peacebuilding individually. Our main working tool, the #defyhatenow Social Media Hatespeech Migitation Field Guide has an entire chapter dedicated to factchecking content shared on digital platforms. We also collaborate with a sister #defyhatenow project known as #211Check operating in South Sudan. Two other key projects are in gestation, which we believe will go a long way to reshape media and information literacy in Cameroon and beyond. These are our Early Warning Early Response platform and an online application providing real time information on happenings even in the remotest parts of the country. 

From the success stories above, one would feel running the Fellowship feels like lying on a bed of roses. Are there any difficulties, if yes, how does the team overcome them?

The difficulties we encounter in carrying out the program are two-folds: technical and functional. In Cameroon, as in most African countries, access to information is a real problem. So it’s difficult for these professionals to produce quality and timely factchecking articles. In some cases, where the information is available, the sources refuse to be quoted for reasons best known to them. As a result, we are obliged to abandon many topics, even after collecting data for a period of time. We also face difficulty linked to the media landscape of our country, especially the information production chain, research and analysis. Practising factchecking in such a context is difficult as factcheckers are perceived negatively by political actors, especially those who wield power. Sometimes, their work is considered a threat, when dealing with political issues. Some of our Fellows even because of factchecking and social media health reports they produced, which did not sound well with some people. 

The second obstacle we face in the implementation of this #AFFCameroon has more to do with ignorance of the subject matter. Fact-checking has been around for as long as journalism exists, but in Cameroon, the practice is still widely unknown. Indeed, journalists are always called upon to verify information before sharing it. However many journalists do not master the techniques and tools used for advanced search on the internet. So we need to start training these media professionals all over again, starting with the conceptual framework, introduction of online monitoring and data analysis, reporting, writing, etc. So far, it has not been easy getting the expected buying-in, particularly from the experienced ones. Deconstructing what they already know, while introducing them to new knowledge usually meets with hesitation and the process requires a longer period of time. However, we have an upcoming younger generation that is ever ready to learn. They easily adhere to the Fellowship principles and are easier to work with. But overall, where we succeed to have this intergenerational blend, we find very interesting results. We have just ended Cohort 8 and preparations for the next Cohort are in high gear. Surprisingly, after the badge comes and goes, we realise there is still a lot to learn, based on their peculiarities. The idea of obliging Fellows to work in groups has been one of our main strategies, owing to the fact that they develop leadership and networking skills, but also important because they are able to overcome differences while seeking the same results.

What is the relevance of having such a program, especially looking at the costly nature of funding such an activity? 
Cameroon today is at a crossroad and is hit by security threats from different parts of the country. In such a context, information is key! I say so because informed decisions need to be made in order to pursue the sustainable development of any country. In the absence of this, or by giving space to misinformation, disinformation and mal-information, all we will have is chaos. As observed today, we are still suffering from Boko Haram incursions in the Far North Region. We also see the Anglophone Crisis, entering its seventh year without any signs of ending. Following the results of the 2018 Presidential electoral process, we realised that elections could be major vectors of crisis in our country. #defyhatenow launched this training because we are in a country witnessing different types of crises, mostly fuelled disinformation and mal-information. This is our own contribution to not only deconstruct the negative perceptions we have of each other, but proposing solutions to further consolidate social cohesion. Through this Fellowship, we have been able to bring people together from different cultural, religious and linguistic backgrounds. The reports we produce and publish on our www.237check.org platform serves as an information portal for decision makers. All our contents are free to use, provided we are credited properly.

So the #AFFCameroon has trained 150+ Fellows operating in eight out of 10 Regions of Cameroon. In what way will Cohort 9 be different? 

 It is relevant to always return to our basic and main task, which is information verification. We are not trying to choose what information to verify, or what information not to verify, because all information deserves to be verified if it has a potential impact on the community. The particularity of Cohort 8 was we were banking on opening up the practice of fact-checking to specialised fields. This means we’re not just going to check social and political news, but we also set ourselves the goal of equipping Fellows with the necessary knowledge to work on topics like climate change, elections, governance, health, arts and culture. With the political calendar of the next two years, with Cohort 9, we envisage focusing on factchecking elections. We need to start preparing people’s minds now on how to treat information that comes their way, in order to make informed decisions. It is our responsibility to contribute in every possible way to the development of our country. Our vision is to promote a sustainable society without hate, violence; one where each and every thrives and feels a sense of belonging.

La Bourse pour la vérification des faits en Afrique, plus connue sous son dénominateur anglais Africa Factchecking Fellowship – #AFFCameroon est un programme de formation à la vérification des faits dédié aux créateurs de contenu et aux acteurs de la société civile. C’est un programme de l’initiative #defyhatenow menée par r0g_agency for Open Culture and Critical Transformation, financé par le ministère allemand des Affaires étrangères. Lancée en janvier 2020 sous le nom de #FactsMatter237, la formation trimestrielle est mise en œuvre au Cameroun par une organisation dirigée par des jeunes dénommée Civic Watch. À ce jour, nous avons eu l’ e privilège de former plus de 150 journalistes, blogueurs, créateurs de contenu, leaders communautaires et activistes des droits numériques. Les boursiers reçoivent des compétences et des connaissances pratiques en matière de techniques et de méthodes de vérification des faits, de journalisme de données, de collecte et d’analyse de données en ligne. Il convient également de souligner que nous profitons de ce programme pour donner aux boursiers les moyens de mener efficacement des campagnes de sensibilisation en ligne et hors ligne. Nous visons donc à leur fournir tous les outils nécessaires au renforcement des capacités, au networking et à la mise à disposition d’outils leur permettant de travailler plus efficacement à la détection des fausses informations. Il est également prévu qu’ils organisent et dirigent des initiatives d’éducation aux médias et à l’information à leur niveau.

Pour un programme qui vise à lutter contre la prolifération de la désinformation en ligne et hors ligne, comment évaluez-vous les résultats obtenus jusqu’à présent ?

Nous avons parcouru un long chemin. Il est encourageant de voir que le nombre de personnes qui prennent conscience des enjeux de la désinformation dans un pays comme le Cameroun augmente de jour en jour. Nous sommes plus ou moins satisfaits parce que la plupart des boursiers que nous avons formés aujourd’hui travaillent dans des organes de presse de renoms. D’autres travaillent avec des organisations qui ont un impact direct significatif sur le terrain, ainsi qu’aux niveaux national et international. Et nous sommes ravis, d’autant plus que #defyhatenow a réussi à se faire connaître comme l’un des principaux acteurs travaillant sur les questions liées à la désinformation. Nous voyons une vision qui a commencé timidement il y a trois ans avec 7 boursiers, grandir en nombre et en impact.

L’Africa Factchecking Fellowship – #AFFCameroon, à travers sa plateforme www.237check.org, contribue de manière significative au paysage de l’éducation aux médias et à l’information au Cameroun. Au début de la bourse, nous avons ciblé les journalistes et les blogueurs, parce qu’ils créent du contenu et ont un public qui les suit religieusement. Progressivement, nous avons inclus les créateurs de contenu sur les réseaux sociaux, les acteurs de la société civile, car nous avons réalisé qu’ils collectent et partagent des données, d’où la nécessité d’apprendre à trier les faits de ce qui est faux. Nos boursiers ont trois principaux livrables mensuels: la production d’un rapport de vérification des faits, la cartographie des tendances virales par le biais d’un rapport sur la santé des réseaux sociaux et la sensibilisation de la communauté sous la forme de rencontres spécialisées. 

Le retour d’information direct que nous avons reçu des boursiers est qu’ils ont amélioré la qualité de leurs contenus, renforcé la confiance avec leurs communautés locales et, en particulier, qu’ils ont évité des erreurs professionnelles et des “ennuis” grâce aux compétences acquises en matière de vérification des faits. Par ailleurs, nous constatons que de plus en plus de personnes s’engagent personnellement à réduire le nombre de fausses nouvelles. Nous le voyons dans les types de messages, de commentaires ou même d’interactions dans les groupes whatsapp. Nous voyons des gens se transformer de spectateurs à des tisserands de la paix, en prenant la responsabilité de s’exprimer ou de réagir lorsqu’ils voient un contenu qui peut nuire. Nous sommes également heureux de constater que lorsque des événements liés à la désinformation se tiennent au Cameroun et à l’étranger, la plupart des principaux acteurs sont des boursiers que nous avons formés. En novembre 2023, nous avons organisé une conférence nationale sur la désinformation à Yaoundé, qui a rassemblé plus de 100 anciens boursiers, des experts, des autorités publiques, des missions diplomatiques et des géants de la technologie comme Meta.

Au-delà du Cameroun, nous participons activement à des discussions au niveau mondial visant à promouvoir la pratique du factchecking. #defyhatenow a été admis au sein du réseau panafricain Africa Fact Network, regroupant plus de 70 organisations sous l’égide d’Africa Check, la première organisation de factchecking du continent. #AFFCameroon nous a également permis de collaborer avec l’Africa Factchecking Alliance (AFCA) par l’intermédiaire de Code for Africa (CfA). Cette année, nous avons également mené un projet sur la vérification des faits lié au changement climatique et les questions connexes, financé par Meedan dans le cadre du Check Global Funding, qui a donné à nos boursiers l’occasion de travailler sur des thèmes spécialisés. Grâce aux invitations que nous continuons à recevoir d’autres parties prenantes, nous nous félicitons de constater que le travail que nous effectuons suscite l’intérêt des partenaires au développement. En avril de cette année, l’Ambassade des États-Unis à Yaoundé a organisé un voyage aux États-Unis sur la lutte contre la désinformation, avec 10 journalistes de différentes régions du Cameroun, dont quatre membres de #defyhatenow. Grâce à la recommandation d’Africa Check, #defyhatenow a participé à la conférence mondiale de deux jours de CFI Media & Développement sur la désinformation qui s’est tenue à Paris en juillet. Pour la deuxième année consécutive, nous avons assisté à l’Africa Facts Summit, ce qui nous a ouvert de nouvelles voies de collaboration au niveau du continent africain. En plus de l’impact direct avec des personnes sélectionnées, nous travaillons sur le développement de modules en ligne pour aider les utilisateurs d’Internet à acquérir des compétences pour favoriser la construction de la paix de manière individuelle. Notre principal outil de travail, le guide pratique contre la diffusion des discours de haine en ligne, comporte un chapitre entier consacré à la vérification des contenus partagés sur les plateformes numériques. Nous collaborons également avec un autre projet #defyhatenow connu sous le nom de #211Check qui opère au Sud-Soudan. Deux autres projets clés sont en gestation et nous pensons qu’ils contribueront grandement à remodeler l’éducation aux médias et à l’information au Cameroun et au-delà. Il s’agit de notre plateforme d’alerte précoce et de réponse rapide et d’une application en ligne fournissant des informations en temps réel sur les événements, même dans les régions les plus reculées du pays.

D’après les Success Stories citées ci-dessus, on pourrait croire que la gestion de cette bourse est une partie de plaisir. Y a-t-il des difficultés, et si oui, comment l’équipe les surmonte-t-elle ?

Les difficultés que nous rencontrons dans la mise en œuvre du programme sont sur deux volets : techniques et fonctionnelles. Au Cameroun, comme dans la plupart des pays africains, l’accès à l’information est un véritable problème. Il est donc difficile pour ces professionnels de produire des articles de factchecking de qualité et dans les délais. Dans certains cas, lorsque l’information est disponible, les sources refusent d’être citées pour des raisons qu’elles connaissent bien. Par conséquent, nous sommes obligés d’abandonner de nombreux sujets, même après avoir collecté des données pendant un certain temps. Nous sommes également confrontés à des difficultés liées au paysage médiatique de notre pays, en particulier à la chaîne de production de l’information, à la recherche et à l’analyse. La pratique du factchecking dans un tel contexte est difficile car les factcheckers sont perçus négativement par les acteurs politiques, en particulier ceux qui détiennent le pouvoir. Parfois, leur travail est considéré comme une menace lorsqu’il s’agit de questions politiques. Certains de nos boursiers ont même été mal perçus par certaines personnes, à cause des rapports de factchecking ou sur la santé dans les réseaux sociaux qu’ils ont produits.

Le deuxième obstacle auquel nous sommes confrontés dans la mise en œuvre de #AFFCameroon a plus à voir avec l’ignorance du sujet. Le fact-checking existe aussi longtemps que le journalisme, mais au Cameroun, cette pratique est encore largement méconnue. En effet, les journalistes sont toujours appelés à vérifier les informations avant de les partager. Cependant, de nombreux journalistes ne maîtrisent pas les techniques et les outils utilisés pour la recherche avancée sur Internet. Nous devons donc recommencer à former ces professionnels des médias, en commençant par le cadre conceptuel, l’introduction au suivi et à l’analyse des données en ligne, le reportage, la rédaction, etc. Jusqu’à présent, il n’a pas été facile d’obtenir l’adhésion attendue, en particulier de la part des professionnels expérimentés. Déconstruire ce qu’ils savent déjà, tout en les initiant à de nouvelles connaissances, suscite généralement des hésitations et le processus prend plus de temps. Cependant, nous avons une jeune génération qui est toujours prête à apprendre. Elle adhère facilement aux principes de l’#AFFCameroon et il est plus facile de travailler avec elle. Mais dans l’ensemble, lorsque nous parvenons à créer ce mélange intergénérationnel, nous obtenons des résultats très intéressants. Nous avons libérer la 8^e Cohorte et immédiatement après, nous avons commencé avec la 9^e, qui est actuellement en cours. Il est surprenant de constater qu’après le passage de chaque cohorte, nous nous rendons compte qu’il y a encore beaucoup à apprendre, sur la base de leurs particularités. L’idée d’obliger les boursiers à travailler en groupe a été l’une de nos principales stratégies. Ceci les permet de développer des compétences en leadership et au networking, et surtout parce qu’ils apprennent à surmonter leurs différences tout en recherchant les mêmes résultats.

Quelle est la pertinence d’un tel programme, surtout si l’on considère la nature coûteuse du financement d’une telle activité ?  

Le Cameroun se trouve aujourd’hui à la croisée des chemins et est confronté à des menaces sécuritaires provenant de différentes régions du pays. Dans un tel contexte, l’information est essentielle ! Je dis cela parce que des décisions éclairées doivent être prises afin de poursuivre le développement durable de tout pays. En l’absence d’information, ou en donnant de l’espace à la mésinformation, à la désinformation et à la mal-information, tout ce que nous aurons, c’est le chaos. Comme nous le constatons aujourd’hui, nous souffrons toujours des incursions de Boko Haram dans la région de l’Extrême-Nord. Nous voyons également la crise anglophone, qui entre dans sa septième année sans aucun signe de fin. Suite aux résultats du processus électoral présidentiel de 2018, nous avons réalisé que les élections pouvaient être des vecteurs majeurs de crise dans notre pays. #defyhatenow a lancé cette formation parce que nous sommes dans un pays en proie à différentes types de crises, le plus souvent alimentées par la désinformation et la mal-information. #AFFCameroon est notre contribution pour non seulement déconstruire les perceptions négatives que snous avons les uns des autres, mais aussi proposer des solutions pour consolider davantage la cohésion sociale. Grâce à cette bourse, nous avons pu réunir des personnes issues de milieux culturels, religieux et linguistiques différents. Les rapports que nous produisons et publions sur notre plateforme www.237check.org servent de portail d’information pour les décideurs. Tous nos contenus sont libres d’utilisation, à condition que nous soyons dûment crédités.

Le #AFFCameroon a donc formé plus de 150 boursiers opérant dans huit des dix régions du Cameroun. En quoi la Cohorte 9 sera-t-elle différente ? 

 Il est pertinent de toujours revenir à notre tâche fondamentale et principale, qui est la vérification des faits. Nous n’essayons pas de choisir quelles informations vérifier ou quelles informations ne pas vérifier, car toutes les informations méritent d’être vérifiées si elles ont un potentiel impact sur la communauté. La particularité de la Cohorte 8 était de miser sur l’ouverture de la pratique du fact-checking à des domaines spécialisés. Cela signifie que nous n’allons pas seulement vérifier les informations sociales et politiques, mais nous nous sommes également fixé pour objectif d’équiper les boursiers des connaissances nécessaires pour travailler sur des sujets tels que le changement climatique, les élections, la gouvernance, la santé, les arts et la culture. Avec le calendrier politique des deux prochaines années, avec la Cohorte 9, nous envisageons de nous concentrer sur la vérification des faits liés au processus éléctoral. Nous devons dès à présent préparer les esprits à traiter les informations qui leur parviendront afin qu’ils puissent prendre des décisions en connaissance de cause. Il est de notre responsabilité de contribuer de toutes les manières possibles au développement de notre pays. Notre vision est de promouvoir une société durable sans haine ni violence, une société dans laquelle chacun s’épanouit et qui favorise un sentiment d’appartenance.

En Avril 2023, des images du Pape François se mariant, circulaient abondamment en ligne et au Cameroun certaines personnes ont cru qu’elles étaient réelles. Pourtant, elles étaient plutôt l’œuvre de l’intelligence artificielle Midjourney. S’il existe un point que partagent les internautes, les journalistes et les médias dans le monde, c’est certainement leur plus grande exposition à la désinformation qui prend des proportions inquiétantes avec la vulgarisation de l’utilisation de l’IA et le faible taux d’alphabétisation numérique au Cameroun. Cependant, au vu de la place importante qu’occupent les outils numériques et les réseaux sociaux dans notre quotidien, nous serons appelés tôt ou tard à face à la problématique de l’IA comme vecteur ou frein de la désinformation dans notre environnement africain et camerounais marqué par des crises socio politiques, des conjonctures économiques et les changements climatiques qui affectent la cohésion sociale et la paix entre les communautés locales.

Forum CFI 2023 – #ForumCFI

C’est dans ce contexte que se déroule du 11, 12 et 13 juillet le forum médias et développement à Paris sur la thématique : Utilisation de l’intelligence artificielle, lutte contre la désinformation, changement climatique, accompagnement des médias en exil : comment mieux informer demain ?

Organisé par CFI médias, les objectifs sont de :

• Favoriser le partage d’innovations entre les journalistes et les médias de tous pays ;

• Passer des rencontres virtuelles aux rencontres réelles ;

• Constater l’impact des projets menés sur le terrain ;

• Approfondir les thématiques phares de l’aide au développement des médias.

Au vu de l’importance capitale que revêt ce forum dans la lutte contre la désinformation en Afrique et dans le monde, nous sommes honorés que Civic Watch Cameroon /defyhatenow prenne part aux échanges et aux réflexions qui s’y dérouleront pendant 3 jours aux côtés de 300 journalistes et activistes de l’information de 45 pays. 

L’impact du forum sur les activités de Civic Watch Cameroun / #defyhatenow

Il s’agira pour notre représentante Laure Nganlay, d’apprendre de l’expérience de ses pairs sur les nouvelles méthodes et outils de lutte contre les fake news ; et sur comment mieux organiser les réseaux de professionnels de l’information et des médias pour anticiper sur les effets de la mauvaise utilisation de l’IA. Dans le contexte de crise sociopolitique que connaît le Cameroun avec la crise dite Anglophone et l’éventualité de tensions liées aux élections présidentielles de 2025 et face aux dangers des changements climatiques sur la paix, il est également nécessaire de s’imprégner de nouvelles méthodes de sensibilisation et d’éducation des populations sur une meilleure utilisation des TIC et des réseaux sociaux pour faire face aux enjeux sécuritaires liés aux problématiques environnementales et de démocratie. L’apport des journalistes et des médias à ce niveau reste salutaire d’où le besoin de s’inspirer de ce qui se fait ailleurs pour améliorer ce que nous faisons avec les médias locaux. 

Le forum médias et développement offre une vitrine pour nous Watch Cameroon/defyhatenow de présenter nos initiatives et actions prises depuis plusieurs années au Cameroun dans la lutte contre la désinformation à travers sa plateforme www.237check.org et ses programmes « Africa Factchecking Fellowship #AFFCameroon, #Media4Peace et #Women4Peace qui consistent à former les professionnels de médias, des créateurs de contenus, des blogueurs et des leaders communautaires, des femmes aux techniques et méthodes de lutte contre les fake news en anglais, en français et en pidgin english (langue locale dérivée de l’anglais). Après 3 ans de formation de plus 115 professionnels de médias via le programme #AFFCameroon, nous disposons d’un réseau important de combattants de la bonne information qui œuvrent au quotidien à éduquer et à former leur communauté sur les enjeux de la désinformation sur la paix et le vivre ensemble et qui assurent la diffusion permanente des informations vérifiées et crédibles.

Conclusion

Somme toute, le forum 2023 Médias et Développement #ForumCFI tombe à point nommé et est une aubaine pour le développement des médias et des réseaux des vérificateurs de faits en Afrique qui pourront apprendre des autres d’Europe et d’Asie et partager leur expérience qui se développe dans des contextes parfois hostiles pour la pratique du journalisme indépendant et la promotion de la liberté d’expression.
