<p>We are excited to invite you to apply for the second cohort of the Africa Fact-Checking Fellowship &#8211; Ethiopia (AFF-ETH), an initiative under <a href="https://defyhatenow.org/ethiopia/">#defyhatenow Ethiopia</a>,&nbsp;funded by the European Union. This groundbreaking Fellowship aims to empower individuals to effectively counter online hate speech, incitement to violence, and the spread of disinformation/misinformation.</p>



<p>This program is designed to deliver three distinct fellowships across different regions of Ethiopia. The first fellowship was successfully completed in Oromia, featuring a blend of online and in-person training sessions. This second three-month cohort will focus specifically on participants residing in the Tigray region.</p>

<p><strong>Eligibility Criteria</strong></p>

<h3 class="wp-block-heading"><strong>Background</strong></h3>



<p>The #defyhatenow initiative works at mobilizing civic action and digital action to counter hate speech and violent extremism online and offline. In an effort to provide data-based solutions, the initiative uses the #Tech4Peace programs as a problem-solving tool in conflict-hit zones. </p>



<p>Technical peace-building involves the application of technical expertise and knowledge to support peace-building efforts in conflict-affected areas. Using technology to bring peace to a community involves leveraging innovative tools and approaches to address&nbsp; issues, foster dialogue, and promote social cohesion. </p>



<p>#defyhatenow believes that training students in using technology to build peace is a great way of bringing communities together since the internet has made the world a global village. As technical peacebuilders, fellows will be introduced and taught how to change narratives in a community through communication and information sharing, digital storytelling, and online education and training. This will allow technical students and professionals to support community action programs in conflict zones and enhance their involvement efforts.</p>



<h3 class="wp-block-heading"><strong>Objective of the fellowship</strong></h3>



<p>The #Tech4Peace fellowship aims to build a network of technical peace builders by enabling recently graduated university students and young technical experts to engage with #defyhatenow communities through technical community outreach opportunities in design, tech development, AI and digital content creation, and hardware.&nbsp;</p>



<h3 class="wp-block-heading"><strong>Methodology</strong></h3>



<p>The program is based on a blended learning model using webinars, practical lessons, peer-to-peer learning, and on-the-ground practical work in select hubs and with assigned community organizations.</p>



<p>Fellows will participate in four months of hands-on engagement, beginning with one month of digital peacebuilding, opposing disinformation, and combating hate speech.</p>



<p>Then spend another month of peer learning to improve technical skills.</p>



<p>After that, they will be assigned to matched community organizations for two months, where they will not only give their hard talents to the organization but will also learn about community engagement from the host.</p>



<p>During the two learning months, fellows will have access to the <strong>Hubs</strong>, where they will engage with peers, use hardware toolkits, and participate in online learning courses.</p>

<p>#defyhatenow is an initiative that aims to provide community-based, data-driven solutions to the problem of hate speech, misinformation and fake news. Our work focuses on creating a framework for building trust among stakeholders by mobilising civic action against all forms of hate speech and incitement to violence. #defyhatenow seeks to help voices against online-induced conflict go &#8216;viral&#8217; within and beyond affected regions by engaging youth, community leaders, grassroots organisations and other civil society actors in a framework of peace in media and information. Bridging the gaps in knowledge and awareness of social media mechanisms between those who have access to technology and those who do not. Finally, #defyhatenow is a growing network of online and offline peacekeepers.</p>

<p><strong>Justification</strong></p>



<p>Le taux croissant d’utilisation des TIC au Cameroun a été suivi par une libéralisation de la parole publique permettant à des acteurs parfois non outillés à contrôler, diffuser ou influencer l’information à des fins inavouées. En plus, la vulgarisation de l’utilisation de l&#8217;IA, bien que présentant des opportunités, donne à réfléchir et à anticiper sur les potentielles menaces qu’elle peut apporter dans l&#8217;écosystème des médias et de l’information. Tout ceci a un impact sur la vie et le bien-être des populations. A ce jour, les fausses informations et les discours haineux en ligne et souvent dans les médias classiques sont présents dans l’actualité cachant des stratégies de médiatisation visant à manipuler l’opinion publique et servant les intérêts de ses initiateurs. Dans un contexte camerounais marqué par des crises sociopolitiques, sécuritaires et climatiques, le phénomène de désinformation contribue à la détérioration du vivre ensemble, de la cohésion sociale et à l’esprit critique.</p>



<p>C’est dans un tel contexte que depuis trois ans, #defyhatenow Cameroun est à l&#8217;initiative du programme ‘<strong><em>African Fact-checking Fellowship</em></strong>’ Cameroun qui vise à outiller des professionnels aux techniques et méthodes de vérification de faits et de lutte contre les discours haineux en ligne. A ce jour, huit cohortes ont été formées; regroupant plus de 145 professionnels du Centre, Littoral, du Sud-Ouest, du Nord-Ouest, de l’Adamaoua, du Nord, de l&#8217;Extrême-Nord et de l&#8217;Ouest.</p>



<p><strong>Contexte</strong></p>



<p>Deux contextes majeurs cristallisent les discours et la circulation des fausses nouvelles en ligne au Cameroun. Il s’agit de la crise dite anglophone depuis 2016 dans les régions du Nord Ouest et du Sud Ouest; et la crise post-électorale de 2018. A ce jour, les fausses nouvelles et les discours de haine en ligne et même dans les médias classiques, prennent la forme de l’actualité liée aux contextes sur cités. Malgré l’effort des acteurs, rien n’y fait, le phénomène prend des proportions inquiétantes avec en toile de fond les attaques tribalistes et ses dérivés.</p>



<p>Pourtant la vérification des faits en tant que pratique n&#8217;est pas nouvelle ; elle existe depuis longtemps dans les salles de rédaction. La vérification des informations en ligne et des allégations publiques a augmenté ces dernières années du fait de la prolifération des fake news sur les réseaux sociaux. Cette nécessité d&#8217;atténuer l&#8217;augmentation des fausses nouvelles en ligne reste un sujet pas assez couvert par les médias grand public en ligne et hors ligne.</p>



<p>Pour combler ce déficit, #defyhatenow lance l’appel à candidature de la 9ème cohorte pour les trois prochains mois d’Octobre à Décembre 2023, spécifiquement pour les professionnels des médias. L&#8217;objectif est de créer une masse critique de vérificateurs de faits, des combattants de la bonne information, de discours de haine en ligne et hors ligne, et de défenseurs des droits numériques.</p>



<p><strong>À propos de la bourse pour la vérification des faits en Afrique</strong></p>



<p>La bourse d&#8217;étude Africa Fact-checking a été conçue pour suivre et cartographier les tendances virales sur les médias sociaux liés aux grandes questions thématiques au Cameroun. Il s&#8217;agit également de sélectionner des futurs formateurs en factchecking et en lutte contre les discours haineux. #AFFCameroon, à travers ses différentes cohortes, vise donc à mettre en place des professionnels chevronnés sur le terrain pour contribuer efficacement à la construction et la consolidation de la paix à travers la lutte contre la désinformation et les discours haineux.</p>



<p>Africa Fact-Checking Fellowship (#AFFCameroon) vise à promouvoir la vérification des faits, le journalisme de données et les droits numériques aux journalistes, blogueurs et créateurs de contenu en Afrique. Ce programme de trois mois vise à doter les boursiers des compétences et des outils nécessaires pour relever les défis actuels de la diffusion de fausses nouvelles dans leurs pays d&#8217;opération.</p>



<p>Le programme est basé sur un modèle d&#8217;apprentissage mixte qui utilise des webinaires, des leçons pratiques, l&#8217;apprentissage entre pairs et le travail pratique sur le terrain. Les boursiers auront accès à un riche ensemble d&#8217;outils et de ressources en ligne ainsi qu&#8217;à un réseau d&#8217;experts et de professionnels du monde entier.</p>

<p><strong>Background</strong></p>



<p>The increasing adoption of ICT usage in Cameroon, coupled with the democratisation of public speech, has made it possible for often inexperienced players to manipulate, disseminate, or influence information with nefarious intentions. Today, hate speech, misinformation, disinformation, and malinformation&nbsp; are prevalent in online spaces and the mainstream media. Furthermore, the widespread use of AI, while presenting opportunities, is a sobering reminder of the potential threats it could bring to the media and information ecosystem. It is packaged using methods designed to manipulate public opinion and serve the interests of its initiators. This contributes to the weakening of social cohesion and critical thinking within the Cameroonian society, which is characterised by fragile socio-political and security issues.</p>



<p>Since 2016, the Anglophone conflict in the North West and South West Regions and the 2018 post-election crisis in the country have crystallised public debates and increased consumption and spread of ‘fake news’ online and in traditional media. Despite the efforts of various actors, the situation is taking alarming proportions in the context of tribalist attacks and their offshoots.</p>



<p>Yet fact-checking is not new in the newsroom.&nbsp; In recent years, there has been an increase in the verification of online information and public claims due to the proliferation of fake news on social media. This desire to combat the proliferation of dis/misinformation online is underreported in online and offline media.</p>



<p>It is in this context that <strong>#defyhatenow Cameroon</strong> has, for the past three years, run the<strong><em> Africa Fact-checking Fellowship-</em></strong> #AFFCameroon program, which aims to equip professionals with fact-checking skills to recognise misinformation, disinformation, and malinformation online. &nbsp; Eight cohorts of approximately 145 professionals from the Centre, Littoral, South-West, North-West, Adamawa, North, Far-North, and West Regions have benefited directly from the fellowship.</p>



<p>Following this,<strong> #defyhatenow Cameroon</strong> is initiating a call for applications for its ninth cohort of professionals from October to December 2023. Through its different cohorts, #AFFCameroon aims to enhance the skills of experienced professionals to effectively contribute to peace-building and social cohesion by combating disinformation and hate speech. <p><strong>About #defyhatenow</strong></p>



<p>#defyhatenow is an initiative that aims to provide community-based, data-driven solutions to the problem of hate speech, misinformation and fake news. Our work focuses on creating a framework for building trust among stakeholders by mobilising civic action against all forms of hate speech and incitement to violence. #defyhatenow seeks to help voices against online-induced conflict go &#8216;viral&#8217; within and beyond affected regions by engaging youth, community leaders, grassroots organisations and other civil society actors in a peace framework in media and information. Bridging the gaps in knowledge and awareness of social media mechanisms between those with access to technology and those without. Finally, #defyhatenow is a growing network of online and offline peacekeepers.</p>
