<h3 class="wp-block-heading"><strong>Contexte</strong></h3>



<p class="wp-block-paragraph">L&#8217;initiative #defyhatenow vise à mobiliser l&#8217;action civique et numérique pour contrer les discours de haine et l&#8217;extrémisme violent en ligne et hors ligne. En essayant de fournir des solutions basées sur des données, l&#8217;initiative utilise le programme #Tech4Peace comme outil de résolution de problèmes dans les zones touchées par les conflits. La construction technique de la paix implique l&#8217;application de l&#8217;expertise et des connaissances techniques pour soutenir les efforts de construction de la paix dans les zones touchées par les conflits. L&#8217;utilisation de la technologie pour apporter la paix à une communauté implique de tirer parti d&#8217;outils et d&#8217;approches innovants pour aborder les problèmes, favoriser le dialogue et promouvoir la cohésion sociale. #defyhatenow estime que former les étudiants à l&#8217;utilisation de la technologie pour construire la paix est un excellent moyen de rassembler les communautés depuis qu&#8217;Internet a fait du monde un village global. En tant que bâtisseurs de paix techniques, les boursiers seront initiés et formés à la manière de changer les récits dans une communauté par le biais de la communication et du partage d&#8217;informations, de la narration numérique, de l&#8217;éducation et de la formation en ligne. Cela permettra aux étudiants et aux professionnels du secteur technique de soutenir les programmes d&#8217;action communautaire dans les zones de conflit et de renforcer leurs efforts d&#8217;engagement.&nbsp;</p>



<h3 class="wp-block-heading"><strong>Impact attendu de la bourse:&nbsp;</strong></h3>



<p class="wp-block-paragraph">La bourse #Tech4Peace vise à construire un réseau de bâtisseurs de paix techniques en permettant aux étudiants universitaires récemment diplômés et aux jeunes experts techniques de s&#8217;engager avec les communautés #defyhatenow grâce à des opportunités de sensibilisation communautaire technique dans les domaines de la conception, du développement technologique, de l&#8217;IA et de la création de contenu numérique, ainsi que du matériel.&nbsp;</p>



<h3 class="wp-block-heading"><strong>Méthodologie</strong></h3>



<p class="wp-block-paragraph">Le programme est basé sur un modèle d&#8217;apprentissage mixte utilisant des webinaires, des leçons pratiques, l&#8217;apprentissage entre pairs et le travail pratique sur le terrain dans les centres sélectionnés et avec les organisations communautaires assignées.</p>



<p class="wp-block-paragraph">Les boursiers participeront à quatre mois d&#8217;engagement pratique, en commençant par un mois de construction de la paix numérique, d&#8217;opposition à la désinformation et de lutte contre les discours de haine.</p>



<p class="wp-block-paragraph">Ils passeront ensuite un autre mois à apprendre par leurs pairs afin d&#8217;améliorer leurs compétences techniques.</p>



<p class="wp-block-paragraph">Ensuite, ils seront affectés pendant deux mois à des organisations communautaires jumelées, où ils mettront leurs talents au service de l&#8217;organisation, mais apprendront aussi l&#8217;engagement communautaire auprès de l&#8217;hôte.</p>



<p class="wp-block-paragraph">Pendant les deux mois d&#8217;apprentissage, les boursiers auront accès aux Hubs, où ils s&#8217;engageront avec des pairs, utiliseront des kits d&#8217;outils matériels et participeront à des cours d&#8217;apprentissage en ligne.</p>

<p class="wp-block-paragraph">defyhatenow est une initiative qui vise à fournir des solutions communautaires, basées sur des données, au problème des discours de haine, de la désinformation et des fake news. Notre travail se concentre sur la création d&#8217;un cadre permettant d&#8217;instaurer la confiance entre les parties prenantes en mobilisant l&#8217;action civique contre toutes les formes de discours de haine et d&#8217;incitation à la violence. #defyhatenow cherche à aider les voix contre les conflits induits en ligne à devenir « virales » à l&#8217;intérieur et au-delà des régions touchées en engageant les jeunes, les dirigeants communautaires, les organisations de base et d&#8217;autres acteurs de la société civile dans un cadre de paix dans les médias et l&#8217;information. Combler le fossé entre ceux qui ont accès à la technologie et ceux qui n&#8217;y ont pas accès en ce qui concerne la connaissance et la sensibilisation aux mécanismes des médias sociaux. Enfin, #defyhatenow est un réseau croissant de gardiens de la paix en ligne et hors ligne.</p>

<h3 class="wp-block-heading"><strong>Background</strong></h3>



<p class="wp-block-paragraph">The #defyhatenow initiative works at mobilizing civic action and digital action to counter hate speech and violent extremism online and offline. In an effort to provide data-based solutions, the initiative uses the #Tech4Peace programs as a problem-solving tool in conflict-hit zones. </p>



<p class="wp-block-paragraph">Technical peace-building involves the application of technical expertise and knowledge to support peace-building efforts in conflict-affected areas. Using technology to bring peace to a community involves leveraging innovative tools and approaches to address&nbsp; issues, foster dialogue, and promote social cohesion. </p>



<p class="wp-block-paragraph">#defyhatenow believes that training students in using technology to build peace is a great way of bringing communities together since the internet has made the world a global village. As technical peacebuilders, fellows will be introduced and taught how to change narratives in a community through communication and information sharing, digital storytelling, and online education and training. This will allow technical students and professionals to support community action programs in conflict zones and enhance their involvement efforts.</p>



<h3 class="wp-block-heading"><strong>Objective of the fellowship</strong></h3>



<p class="wp-block-paragraph">The #Tech4Peace fellowship aims to build a network of technical peace builders by enabling recently graduated university students and young technical experts to engage with #defyhatenow communities through technical community outreach opportunities in design, tech development, AI and digital content creation, and hardware.&nbsp;</p>



<h3 class="wp-block-heading"><strong>Methodology</strong></h3>



<p class="wp-block-paragraph">The program is based on a blended learning model using webinars, practical lessons, peer-to-peer learning, and on-the-ground practical work in select hubs and with assigned community organizations.</p>



<p class="wp-block-paragraph">Fellows will participate in four months of hands-on engagement, beginning with one month of digital peacebuilding, opposing disinformation, and combating hate speech.</p>



<p class="wp-block-paragraph">Then spend another month of peer learning to improve technical skills.</p>



<p class="wp-block-paragraph">After that, they will be assigned to matched community organizations for two months, where they will not only give their hard talents to the organization but will also learn about community engagement from the host.</p>



<p class="wp-block-paragraph">During the two learning months, fellows will have access to the <strong>Hubs</strong>, where they will engage with peers, use hardware toolkits, and participate in online learning courses.</p>

<h3 class="wp-block-heading"><strong>About #defyhatenow Cameroon</strong></h3>



<p class="wp-block-paragraph">#defyhatenow is an initiative that aims to provide community-based, data-driven solutions to the problem of hate speech, misinformation and fake news. Our work focuses on creating a framework for building trust among stakeholders by mobilising civic action against all forms of hate speech and incitement to violence. #defyhatenow seeks to help voices against online-induced conflict go &#8216;viral&#8217; within and beyond affected regions by engaging youth, community leaders, grassroots organisations and other civil society actors in a framework of peace in media and information. Bridging the gaps in knowledge and awareness of social media mechanisms between those who have access to technology and those who do not. Finally, #defyhatenow is a growing network of online and offline peacekeepers.</p>

<p class="wp-block-paragraph">Dans sa configuration contemporaine, le Cameroun est en proie à une multitude de tensions et de conflits qui se manifestent sous diverses formes, parmi lesquelles on peut noter une recrudescence des discours de haine, d&#8217;incitation à la violence et de désinformation. Dans le cas spécifique du discours de haine, il convient de noter qu&#8217;il a endommagé de nombreuses relations, causé et aggravé de nombreux conflits tant au niveau local que national, entraînant des conséquences insupportables depuis le niveau nucléaire de la société jusqu&#8217;à la strate d&#8217;apprentissage qu&#8217;est le milieu scolaire.</p>



<p class="wp-block-paragraph">Les tensions et la violence entre les élèves, les enseignants et entre élèves et enseignants sont monnaie courante en raison des discours de haine alimentés notamment par des lignes de démarcation tribales et politiques. C&#8217;est un problème qui, s&#8217;il n&#8217;est pas traité par l&#8217;éducation à la citoyenneté, la sensibilisation avec des instruments de construction de la paix tels que les croyances, le cercle vicieux serait loin d&#8217;être enrayé. C&#8217;est sur la base du problème posé par l&#8217;utilisation abusive des mots hors ligne et en ligne, en particulier par les jeunes, que l&#8217;initiative #defyhatenow vise à sensibiliser et à développer des moyens pour contrer les discours de haine basés sur les médias sociaux, la rhétorique du conflit et l&#8217;incitation à la violence en ligne, en éduquant les jeunes sur les effets néfastes des discours de haine par la production d&#8217;un credo anti-discours de haine en collaboration avec les institutions publiques, les dirigeants de la société civile, les jeunes, les universitaires et les étudiants à diffuser dans les écoles primaires, secondaires et supérieures.&nbsp;</p>



<p class="wp-block-paragraph">L&#8217;objectif de ce credo est de promouvoir l&#8217;unité, la compréhension et le respect entre des personnes d&#8217;origines, de cultures et de croyances différentes. Il rappelle que chacun a le droit de s&#8217;exprimer librement, mais pas au détriment des autres. Il vise également à éduquer et à sensibiliser aux conséquences des discours de haine et à encourager les individus à réfléchir avant de parler. Ce credo ne vise pas à restreindre la liberté d&#8217;expression, mais plutôt à promouvoir une communication responsable et respectueuse. Il sert de guide aux individus pour qu&#8217;ils utilisent leurs mots de manière positive et constructive. Nous pensons qu&#8217;en adoptant ce credo, nous pouvons créer une culture de tolérance et de compréhension au Cameroun.</p>



<p class="wp-block-paragraph">Pour empêcher les discours de haine de nuire, nous devons promouvoir une culture du respect et de la tolérance. C&#8217;est là qu&#8217;intervient le credo contre les discours de haine. Il s&#8217;agit d&#8217;un ensemble de principes et de valeurs que chacun devrait respecter pour promouvoir une société pacifique et inclusive. Ces principes comprennent le respect de la diversité, la valorisation des opinions d&#8217;autrui et le rejet de toute forme de discrimination ou de violence.</p>



<p class="wp-block-paragraph">Le credo anti-discours de haine devrait également souligner l&#8217;importance d&#8217;une communication responsable et éthique. Cela signifie qu&#8217;il faut être attentif aux mots que nous utilisons et à l&#8217;impact qu&#8217;ils peuvent avoir sur les autres. Il s&#8217;agit également de vérifier les faits avant de les partager et de ne pas propager de rumeurs ou de fausses informations susceptibles d&#8217;inciter à la haine. Outre la promotion d&#8217;une culture positive et respectueuse, le credo anti-discours de haine doit également définir les conséquences pour ceux qui le violent. Il peut s&#8217;agir d&#8217;une éducation et d&#8217;une formation sur les effets néfastes du discours de haine, ainsi que de conséquences juridiques pour les cas les plus graves.</p>



<p class="wp-block-paragraph">La mise en œuvre d&#8217;un credo contre les discours de haine au Cameroun ne sera pas une tâche facile. Elle nécessitera la collaboration et l&#8217;engagement de tous les secteurs de la société, du gouvernement, des médias, de l&#8217;éducation et des individus. Mais en travaillant ensemble et en promouvant une culture du respect et de la tolérance, nous pouvons créer une société plus sûre et plus unie, ainsi qu&#8217;un environnement scolaire pour les jeunes.&nbsp;</p>



<p class="wp-block-paragraph">Les mots ont le pouvoir de construire ou de détruire. Utilisons-les à bon escient et promouvons une culture du respect, de la tolérance et de l&#8217;inclusion à travers la production et la mise en œuvre de ce credo contre les discours de haine au Cameroun. Ensemble, nous pouvons faire la différence et créer une société où les discours de haine n&#8217;ont pas leur place. Luttons pour un Cameroun où toutes les voix sont entendues et respectées, et où la diversité est célébrée.</p>

<p class="wp-block-paragraph">In its contemporary configuration, Cameroon is plagued by a multitude of tensions and conflicts manifested in diverse forms amongst which we can note an upsurge in hate speech, incitement to violence and mis/disinformation. With the specific case of hate speech, it is worth noting it has damaged a lot of relationships, caused and escalated a lot of conflicts both at local and national levels resulting in unbearing consequences from the nuclear level of the society to the learning strata which is the school milieu.</p>



<p class="wp-block-paragraph">It is common practice and occurance to have tensions and violence between students, teachers and between students and teachers due to hate speech fueled especially along tribal and political lines. This is a problem that if not addressed through citizenship education, sensitisation with peace building instruments like creeds, the vicious cycle would be far from abated. It is based on the problem posed by the misuse of words offline and online especially by youths, that the #defyhatenow initiative aims to raise awareness of and develop means for countering social media based hate speech, conflict rhetoric and directed online incitement to violence, by educating youth on the damaging effects of hate speech through the production of an Anti-hate speech Creed in collaboration with state institutions, civil society leaders, youth, academia and students to be disseminated in schools from primary, secondary and higher education level.&nbsp;&nbsp;</p>



<p class="wp-block-paragraph">The purpose of this creed is to promote unity, understanding, and respect among people of different backgrounds, cultures, and beliefs. It serves as a reminder that all individuals have the right to express themselves freely, but not at the expense of others. It also aims to educate and raise awareness about the consequences of hate speech and encourage individuals to think before they speak. This creed is not meant to restrict freedom of speech, but rather to promote responsible and respectful communication. It serves as a guide for individuals to use their words in a positive and constructive manner. We believe that by adopting this creed, we can create a culture of tolerance and understanding in Cameroon.</p>



<p class="wp-block-paragraph">To prevent hate speech from causing harm, we need to promote a culture of respect and tolerance. This is where the Anti-Hate speech creed comes in. It is a set of principles and values that everyone should abide by to promote a peaceful and inclusive society. These principles include respecting diversity, valuing the opinions of others, and rejecting any form of discrimination or violence.</p>



<p class="wp-block-paragraph">The Anti-Hate speech creed should also emphasize the importance of responsible and ethical communication. This means being mindful of the words we use and the impact they may have on others. It also means fact-checking information before sharing it and not spreading rumors or false information that can incite hate. In addition to promoting a positive and respectful culture, the Anti Hate speech creed should also outline consequences for those who violate it. This can include education and training on the harmful effects of hate speech, as well as legal consequences for more severe cases.</p>



<p class="wp-block-paragraph">Implementing an Anti Hate speech creed in Cameroon will not be an easy task. It will require collaboration and commitment from all sectors of society, government, media, education, and individuals. But by working together and promoting a culture of respect and tolerance, we can create a safer and more united society and school environment for young people too.&nbsp;</p>



<p class="wp-block-paragraph">Words have the power to either build or destroy. Let us use them wisely and promote a culture of respect, tolerance, and inclusivity through the production and implementation of this Anti -Hate speech creed in Cameroon. Together, we can make a difference and create a society where hate speech has no place. <p class="wp-block-paragraph"><strong>#defyhatenow organise une conférence sur les élections et la désinformation à Yaoundé cette semaine. Commençons par le commencement. Qu&#8217;est-ce qui a inspiré le focus de cet événement qui réunit plus de 300 participants ?</strong>&nbsp;</p>



<p class="wp-block-paragraph">L&#8217;initiative #defyhatenow est mise en œuvre dans plusieurs pays d&#8217;Afrique, en particulier dans les régions touchées par des conflits ou en proie aux conflits. Le Cameroun approche d&#8217;une année électorale en 2025, et nous avons appris de l&#8217;expérience passée que nous n&#8217;avons pas besoin d&#8217;attendre jusqu&#8217;à cette date. Nous avons donc décidé d’orienter le discours public sur les élections, en l&#8217;examinant avant, pendant et après le processus de vote, en accompagnant les camerounais pour qu&#8217;ils apprennent à assumer leurs responsabilités civiques, en mettant l&#8217;accent sur la situation dans son ensemble. Cette année, nous cherchons à mobiliser les parties prenantes concernées en vue d&#8217;œuvrer à la stabilité sociopolitique, à la bonne gouvernance, à la démocratie et à la paix au Cameroun pendant les périodes pré-électorale, électorale et post-électorale. Cette conférence se veut donc le point de départ d&#8217;une série d&#8217;activités qui seront menées à l&#8217;approche des élections présidentielles, législatives et municipales au Cameroun. Nous travaillons à proposer des réponses plus efficaces, préventives et réactives pour guider les efforts futurs de protection de l&#8217;intégrité électorale et de prévention de la violence électorale. Forte du succès de la première édition en novembre 2022, la conférence de cette année vise à doter les participants des outils et stratégies nécessaires pour contrer la désinformation, promouvoir la vérification des faits et défendre les droits numériques face à des menaces croissantes.</p>



<p class="wp-block-paragraph">L&#8217;une des principales méthodes que nous employons pour engager les jeunes c’est à travers la Bourse pour la vérification des faits en Afrique &#8211; #AFFCameroon. Cette formation trimestrielle est destinée aux journalistes, blogueurs et leaders communautaires sur les moyens de contrer la désinformation à l&#8217;aide d&#8217;outils de vérification des faits en ligne. Initiée en janvier 2020 avec seulement sept boursiers pour la première cohorte, nous avons à ce jour formé plus de 200 boursiers à travers neuf cohortes. Nous nous sommes rendu compte, selon leurs expériences, que la plupart des communautés ont accès à l&#8217;internet et à l&#8217;électricité, mais manquent de compétences en matière d&#8217;éducation aux médias et à l&#8217;information. C&#8217;est l&#8217;un des facteurs qui expliquent l&#8217;ampleur de la désinformation, car les internautes acceptent facilement comme vrai tout ce qu&#8217;ils voient en ligne. Avec les élections en vue, nous savons déjà que ce phénomène sera très répandu.</p>



<p class="wp-block-paragraph"><strong>Une partie du thème porte sur les menaces numériques qui pèsent sur les élections au Cameroun. Quelles sont, selon vous, certaines de ces menaces ?</strong></p>



<p class="wp-block-paragraph">Tout utilisateur assidu des médias sociaux se rend compte qu&#8217;à certaines périodes de la journée, ou à l&#8217;approche d&#8217;un événement national majeur, il y a généralement une tendance sur les médias sociaux. Il s&#8217;agit soit de nouvelles de dernière minute provenant de sources douteuses, soit d&#8217;un contenu particulier présentant exactement la même syntaxe, les mêmes erreurs ou les mêmes photos qui inondent le cyberespace. Les gens s&#8217;enthousiasment lorsqu&#8217;ils voient des nouvelles à la mode, mais les experts comme nous ont la capacité de distinguer les informations simples ou inoffensives qui deviennent virales de celles qui le font avec une arrière-pensée. La période électorale est une étape critique dans l&#8217;histoire d&#8217;un pays. Ce processus est également marqué par un afflux d&#8217;informations, mais celles-ci doivent être examinées afin de prendre des décisions sur la base des informations vraies. Comprendre pourquoi, en tant que Camerounais, il faut s&#8217;inscrire sur les listes électorales, qui voter, comment s&#8217;organiser le jour J, que faire après la proclamation des résultats, etc. nécessite des informations. La manière dont les gens se comportent tout au long de ce processus dépend considérablement du type d&#8217;informations qu&#8217;ils reçoivent, qui peuvent être vraies ou fausses.&nbsp;</p>



<p class="wp-block-paragraph">La plus grande menace numérique pour les élections c’est notre mentalité, en particulier lorsqu&#8217;on n&#8217;est pas préparé à trier le type d&#8217;informations qu&#8217;on reçoit. Il est courant de voir des personnes transmettre des informations dans des groupes whatsapp ou sur Facebook au nom de la &#8220;vérification&#8221;. Dès lors que vous transmettez une information non confirmée, vous contribuez à nourrir l&#8217;intention, qui est généralement négative. Dès lors que les gens ne se détachent pas de leurs émotions et ne reçoivent pas tout ce qu&#8217;ils reçoivent avec un œil critique, nous courons un grave danger. Tant que nous n&#8217;aurons pas décidé d&#8217;être les gardiens les uns des autres et de chercher à développer collectivement notre nation, nous contribuerons facilement à partager des informations qui peuvent détruire plutôt que construire. </p>

<p class="wp-block-paragraph">Si les créateurs de plateformes numériques voulaient que nous publions sans contrôle, ils auraient pu faire en sorte que chaque texte apparaisse immédiatement en ligne. Mais non, il y a toujours un bouton sur lequel il faut appuyer pour que le message soit mis en ligne. Ce que j&#8217;essaie de dire, c&#8217;est que ce dernier bouton sur lequel il faut cliquer pour liker, commenter, partager ou publier est un frein qui permet aux internautes de vérifier et d&#8217;être sûrs avant de cliquer. Malheureusement, nous voyons des gens qui sont plus prompts à transmettre qu&#8217;à vérifier. Si nous continuons ainsi, nous aurions un flux d&#8217;informations incontrôlé qui pourrait plutôt conduire au lieu de faciliter le processus électoral.&nbsp;</p>



<p class="wp-block-paragraph">Une autre menace est le sponsoring de pseudo-comptes pour diffuser un agenda politique ou s’attaquer à un adversaire politique. Internet a apporté le développement sur plusieurs plans, comme nous pouvons le constater, mais a également introduit d&#8217;autres formes d&#8217;inconvénients. Alors que les gens n&#8217;avaient accès qu&#8217;à une zone géographique limitée, ils peuvent désormais être vus dans le monde entier. De même, la désinformation qui était limitée à une petite zone se propage aujourd&#8217;hui à la vitesse de la lumière. Nous conseillons à tous les internautes de faire attention à leurs paroles et à leurs gestes pendant la période électorale, d&#8217;autant plus que nous savons que les mots ont la capacité de construire ou de détruire.&nbsp;</p>



<p class="wp-block-paragraph"><strong>Comment pensez-vous que ces menaces peuvent être efficacement contenues ?</strong></p>



<p class="wp-block-paragraph">Il y a plusieurs façons de contrer les menaces numériques, en particulier pendant les élections. Il s&#8217;agit d&#8217;abord d&#8217;une prise de conscience individuelle, puis d&#8217;un désir collectif de ne pas nuire. Le fair-play devrait être le mot clé, c&#8217;est-à-dire que les élections devraient se dérouler sur un pied d&#8217;égalité. Malheureusement, ce qui se passe au Cameroun, c&#8217;est que la politique se joue sur des lignes tribales et religieuses. Par conséquent, plutôt que d&#8217;utiliser des idées axées sur le développement pour faire campagne, nous assistons à des attaques directes contre les adversaires sur la base de leurs tendances politiques ou religieuses. Etant des camerounais qui aiment leur pays, nous devons penser à l&#8217;avenir. Les mesures que nous prenons aujourd&#8217;hui pour résoudre un problème peuvent se transformer en un problème plus grave dans le futur. Par exemple, lorsque vous attaquez un adversaire en raison de sa tribu, vous ne pouvez jamais savoir de quelle tribu vos enfants choisiront de se marier à l&#8217;avenir. En tant que travailleur, vous ne savez pas où vous serez affecté un jour, et il se peut que ce soit dans la communauté que vous avez essayé de détruire dans le passé par la désinformation.&nbsp;</p>



<p class="wp-block-paragraph">Lorsque nous participons à des sessions de sensibilisation ou de formation, nous rappelons toujours aux personnes que nous rencontrons à quel point elles admirent les générations qui les ont précédées. Cela les aide à réfléchir à l&#8217;image qu&#8217;ils aimeraient que la génération future retienne d’eux, car un pays ne peut s&#8217;améliorer que grâce aux politiques mises en œuvre, à l&#8217;action de ses citoyens ou à la manière dont nous choisissons de nous traiter les uns les autres.&nbsp;</p>



<p class="wp-block-paragraph"><strong>L&#8217;autre volet des échanges portera sur la désinformation en période électorale. Quelle peut être la gravité de la situation et quelles en sont les conséquences ?</strong></p>



<p class="wp-block-paragraph">Quand on regarde comment les élections ont été trafiquées dans les pays du monde, on est obligé d&#8217;anticiper au Cameroun. Par exemple, le pays voisin, le Nigéria en 2015 et le Kenya en Afrique de l&#8217;Est pendant les élections de 2017 ont été témoins de campagnes d&#8217;influence d&#8217;organisations comme <em>Cambridge Analytica</em> pour faire basculer les élections via des plateformes numériques telles que Facebook, Twitter et WhatsApp. Des espaces numériques sont transformés en champs de batailles et où les récits sont façonnés, les alliances forgées et l&#8217;opinion publique modelée.&nbsp;</p>



<p class="wp-block-paragraph">Se trouvant sur un continent où l&#8217;accès au digital est en plein essor et où l&#8217;utilisation d&#8217;Internet est dynamique, le Cameroun est la croisée des chemins. Les élections présidentielles, législatives et municipales de 2025 se profilent à l&#8217;horizon, jetant des ombres d&#8217;incertitudes sur la paix et la stabilité sociale. Nous devons non seulement accéder à l&#8217;information, mais aussi nous assurer qu&#8217;il s&#8217;agit d&#8217;une information utile. Nous ne pouvons pas ignorer les leçons de l&#8217;histoire, comme l&#8217;a montré la crise post-électorale de 2018 qui, sous l&#8217;effet de sous-entendus tribaux, a alimenté les tensions en ligne et hors ligne. Cela a créé un pseudo clivage ethnique et politique qui a conduit à l&#8217;émergence d&#8217;une rhétorique &#8220;Tontinard&#8221; contre &#8220;Sardinard&#8221;. Pour un pays qui se prépare à l&#8217;émergence d&#8217;ici 2035, de telles discussions ne sont pas saines. Comme nous pouvons l&#8217;imaginer à l&#8217;horizon 2035, les fake news et les discours de haine, s&#8217;ils ne sont pas pris en compte, inonderont la sphère numérique, accentuant la polarisation de la société et exacerbant les tensions. Les enjeux sont plus importants aujourd&#8217;hui. À l&#8217;approche des élections, nous devons renforcer nos défenses contre la désinformation et les campagnes d&#8217;influence, comme on peut déjà l&#8217;observer.</p>



<p class="wp-block-paragraph"><strong>Comment les journalistes peuvent-ils contribuer aux efforts visant à lutter contre la désinformation, voire les discours de haine, qui circulent dans de tels moments ?&nbsp;</strong></p>



<p class="wp-block-paragraph">La première chose que tout journaliste responsable peut faire est de s&#8217;assurer que les faits sont exacts. Nous sommes des êtres humains, des erreurs peuvent donc se produire. Beaucoup de gens pensent que la désinformation ne concerne que les réseaux sociaux, mais je vais les choquer en leur disant que les médias traditionnels tombent eux aussi dans le piège. La meilleure façon de réduire la marge d&#8217;erreur est de vérifier encore et encore. Ne publiez pas tant que vous n&#8217;avez pas tous les faits pour justifier vos affirmations. C&#8217;est un choix risqué de détruire des vies et des familles simplement parce qu&#8217;on veut faire la une. Dès qu&#8217;un journaliste ou un organe de presse perd sa crédibilité, il est voué à disparaître.&nbsp;</p>



<p class="wp-block-paragraph">A #defyhatenow, nous avons une approche des médias pour la paix et nous soutenons quotidiennement la presse dans son travail.&nbsp; Mais cela ne suffit pas ; il faut une réforme structurelle des organes de presse et des associations, avec un plan d&#8217;action clairement défini pour traiter ces questions. Malheureusement, la conjoncture économique ne laisse pas de place à l&#8217;excellence, mais nous voyons plutôt des individus formés, conscients des risques encourus, mais qui se complaisent à diffuser des fakenews dans leurs médias afin de «&nbsp;survivre&nbsp;».</p>



<p class="wp-block-paragraph">Idéalement, les organes de presse devraient élargir leur champ d&#8217;action et occuper l&#8217;espace numérique. On dit souvent que la nature a horreur du vide. L&#8217;essor du journalisme citoyen ne doit pas être considéré comme une menace, mais plutôt comme un appel aux organes de presse pour qu&#8217;ils sortent de leur sommeil. En adaptant leur travail à l&#8217;évolution des tendances, ils ne seront pas seulement plus compétitifs à l&#8217;ère numérique, mais ils renforcent également la confiance de leur public. Certaines personnes ne croient pas aux nouvelles, sauf lorsqu&#8217;elles proviennent d&#8217;un média particulier auquel elles sont attachées. Dès que cette confiance est rompue, il est généralement impossible de la regagner complètement.&nbsp;</p>



<p class="wp-block-paragraph"><strong>Cette conférence doit certainement jeter les bases d&#8217;une réflexion continue sur les questions abordées. Quels sont les principaux résultats que vous envisagez ?&nbsp;</strong></p>



<p class="wp-block-paragraph">En février, nous avons organisé un atelier multi-acteurs afin de discuter de stratégies communes pour lutter contre les discours haineux dans les médias et sur les réseaux sociaux. L&#8217;événement était présidé par le ministre de la communication, René Emmanuel Sadi, qui a exprimé le soutien du gouvernement à de telles initiatives. Sur la base des recommandations clés, nous avons conçu cette conférence pour atteindre un public plus large. Nous avons l&#8217;intention, par le biais d&#8217;un plaidoyer auprès des autorités publiques, d&#8217;explorer des pistes de collaboration pour lutter efficacement contre la désinformation, tout en promouvant un meilleur accès à l&#8217;information. Nous sommes heureux de voir d&#8217;autres organisations de la société civile se joindre à nous dans cette lutte collective pour des espaces numériques sûrs en période électorale.&nbsp;</p>



<p class="wp-block-paragraph">Nous envisageons également d&#8217;impliquer les organismes électoraux comme Elections Cameroon, les partis politiques, les institutions publiques en offrant notre expertise pour aider pendant cette période cruciale dans la vie de notre pays. Ce n&#8217;est que par une synergie d&#8217;actions que nous pouvons espérer obtenir des résultats durables sur le terrain. Nous sommes une organisation de terrain, notre équipe est jeune et nous travaillons avec une multitude de relais locaux qui peuvent volontiers contribuer à favoriser une atmosphère socio-politique pacifique alors que tous les regards sont tournés vers les Camerounais pour qu&#8217;ils prennent leur destin en main.</p>



<p class="wp-block-paragraph">Une éducation et une sensibilisation massives sont nécessaires pendant cette période, raison pour laquelle nous avons invité les associations de médias à participer aux discussions. Grâce à leurs organes de presse, ils sont mieux placés pour faire passer les messages dans des endroits que nous ne pouvons pas atteindre physiquement. Leur rôle est essentiel dans ces moments cruciaux, surtout lorsqu&#8217;il s&#8217;agit de façonner l&#8217;avenir de notre pays. Nous attendons des participants qu&#8217;à leur retour dans leurs communautés respectives, ils mettent en œuvre ce qu&#8217;ils ont appris à Yaoundé.</p>



<p class="wp-block-paragraph"><strong>Comment comptez-vous capitaliser sur les recommandations fortes de la conférence ?&nbsp;</strong></p>



<p class="wp-block-paragraph">Notre rôle à #defyhatenow est principalement de concevoir, puis de laisser les acteurs et les parties prenantes directement impliqués s&#8217;engager eux-mêmes. Nous poursuivrons les discussions au sein de petits groupes qui seront organisés en fonction des thèmes, des villes et des domaines d&#8217;intérêt sélectionnés. Mais nous ne voulons pas nous arrêter aux quatre murs d&#8217;une salle de conférence ; le vrai travail se fait sur le terrain. Nous avons l&#8217;intention d&#8217;atteindre les parties prenantes identifiées à travers les différentes étapes du processus électoral, et de partager nos conclusions avec les pouvoirs en place.  </p>

<p class="wp-block-paragraph"><strong>Que devraient faire le gouvernement et les autres parties prenantes, telles que les acteurs de la société civile et les hommes politiques, pour inculquer une culture de la paix en période électorale ?</strong></p>



<p class="wp-block-paragraph">Le gouvernement doit veiller à ce que les organes électoraux soient indépendants, d&#8217;autant plus que leur rôle dans la tenue d&#8217;élections libres et équitables est déterminant pour l&#8217;avenir. Toutes les parties impliquées dans le processus électoral doivent être impartiales et libres de toute ingérence politique. La seule façon de construire une société durable est d&#8217;impliquer toutes les parties prenantes aux niveaux appropriés afin de garantir l&#8217;appropriation du processus. Nous ne devrions pas attendre la date du scrutin pour nous précipiter et nous disperser.&nbsp; Les institutions publiques doivent mener des campagnes d&#8217;éducation des électeurs afin d&#8217;informer les citoyens sur le processus électoral, leurs droits et l&#8217;importance d&#8217;une participation pacifique. Les partis politiques et les candidats doivent bénéficier des mêmes opportunités et du même traitement afin qu&#8217;ils puissent s&#8217;engager dans un dialogue constructif et une résolution pacifique des différends.</p>



<p class="wp-block-paragraph">En tant qu&#8217;acteurs de la société civile, nous pouvons apporter notre soutien en poursuivant notre travail de lutte contre les fausses informations et la propagande qui peuvent inciter à la violence ou manipuler l&#8217;opinion publique. Cela peut se faire par le biais de campagnes de sensibilisation du public et d&#8217;initiatives de vérification des faits. Les dirigeants politiques et les partis devraient s&#8217;engager publiquement en faveur de processus électoraux pacifiques et équitables, en condamnant la violence et les discours de haine. Les partis doivent sensibiliser leurs membres à un comportement responsable avant, pendant et après les élections. Nous avons la responsabilité collective de faire respecter l&#8217;État de droit, notamment en respectant les résultats des élections et en utilisant les voies légales pour exprimer leurs griefs. En nous engageant dans une campagne éthique qui se concentre sur les politiques et les idées plutôt que sur les attaques personnelles ou l&#8217;incitation, nous posons des fondations solides qui garantiront un développement généralisé.</p>



<p class="wp-block-paragraph">Les organisations de la société civile ont de meilleures chances de surveiller le processus électoral, d&#8217;observer les bureaux de vote et de signaler toute irrégularité ou tout incident violent. Mais avant cela, nous devons engager nos communautés dans des activités de consolidation de la paix, telles que les approches ascendantes qui favorisent le dialogue, la tolérance et la compréhension entre les différents groupes. Nous devons éduquer les citoyens sur leurs droits et responsabilités légales pendant les élections, y compris sur la manière de signaler les violations électorales. Les médias ont également un rôle clé à jouer, en adoptant des médias pour la paix, des reportages impartiaux, qui jouent un rôle crucial dans la formation de l&#8217;opinion publique et des perceptions.</p>



<p class="wp-block-paragraph">Ce n&#8217;est que lorsque les différents acteurs et parties prenantes partagent leur expertise de manière coordonnée, en travaillant ensemble, que nous pouvons tous contribuer à la création d&#8217;un environnement dans lequel les élections se déroulent de manière pacifique, équitable et intègre.</p>

<p class="wp-block-paragraph"><strong>#defyhatenow initiative is organising a conference on elections and disinformation in Yaounde this week. First things first, what inspired the focus of this event which brings together over 300 participants? </strong></p>



<p class="wp-block-paragraph">The #defyhatenow initiative is implemented in several countries in Africa, particularly in conflict-hit and conflict-prone regions. Cameroon is approaching an election year in 2025, and we have learnt from past experience that we do not need to wait till that time. We therefore decided to spur public discourse on elections, looking at it before, during and after the voting process, by accompanying Cameroonians to learn to fulfil their civic responsibilities, with focus on the bigger picture. This year, we seek to mobilise relevant stakeholders in view of working towards socio-political stability, good governance, democracy and peace in Cameroon during the pre-electoral, electoral and post-electoral periods. This conference is therefore intended to be a starting point for a series of activities that will be carried out in the run-up to the presidential, legislative and municipal elections in Cameroon. We are working on proposing more effective, preventive, and reactive responses to guide future efforts to protect electoral integrity and prevent electoral violence. Building on the success of the maiden edition in November 2022, this year&#8217;s Conference aims to equip participants with the tools and strategies needed to counter disinformation, promote fact-checking, and defend digital rights in the face of mounting threats.</p>



<p class="wp-block-paragraph">One of the main methods we have been using to prepare youth is the Africa Factchecking Fellowship &#8211; #AFFCameroon. The quarterly training is intended for journalists, bloggers and community leaders on ways to counter disinformation using online factchecking tools. Launched in January 2020 with just seven fellows for cohort 1, today we have equipped over 200 Fellows through nine cohorts. We realised based on their experiences that most communities have access to internet and electricity, but lack media and information literacy. This is one of the factors that can explain the widespread disinformation, since people easily accept everything they see online as true. With elections in view, we already know this will be rife.&nbsp;</p>



<p class="wp-block-paragraph"><strong>Part of the theme borders on digital threats to elections in Cameroon. What would you say are some of those threats?</strong></p>



<p class="wp-block-paragraph">For any keen social media user, you would realise that at particular periods of the day, or when a major national event is approaching, there is usually a trend on social media. Either it is breaking news from doubtful sources, or a particular piece of content with exactly the same syntax, errors or photos flood cyberspace. People get excited when they see trendy news, but experts like us have the ability to know simple or harmless information that goes viral; and one that does so with an ulterior motive. election period is a critical stage in any country’s history. This process is also marked by an influx of information, but this needs to be processed in order to make informed decisions. Understanding why, as a Cameroonian, you need to register to vote, who to vote for, how to organise yourself on the d-day, what to do after the declaration of results, etc. requires information. The manner in which people behave throughout this process depends significantly on the type of information they receive, which could be true or false. </p>



<p class="wp-block-paragraph">The greatest digital threat to elections is in the human mind, especially when it is not prepared to filter the type of information it receives. It is common to see people forward information in WhatsApp groups or Facebook in the name of “verifying”. The moment you forward any unconfirmed information, you are helping to feed the intent, which is usually negative. The moment people don’t detach themselves from their emotions and receive everything they see with a critical eye, we are in grave danger. Until we decide to take it upon ourselves to be each other’s keeper and seek to collectively develop our nation, we would easily contribute in sharing information that can destroy rather than build. </p>

<p class="wp-block-paragraph">Should digital platform creators want us to post without control, they could have made it possible for every text to appear immediately online. But no, there is a button you always need to press for the post to go online. What am I trying to say: that last button you need to click on to like, comment, share or post is a brake to enable the internet users to verify and be sure before they click. Unfortunately, we see people who are faster to forward than to check. Should this not be checked, we would have an uncontrolled flow of information which can rather lead to chaos than ease the election process. </p>



<p class="wp-block-paragraph">Another threat we see is the sponsorship of pseudo accounts to either send out political agendas or attack political opponents. The Internet has brought a lot of development, as we can see, but has also introduced other forms of inconvenience. Where people only had access to a limited geographical area, today they can be viewed all over the world. In the same way, disinformation that was limited to a small area today spreads fast at the speed of light. Our advice is for every internet user to be watchful of their words and actions during the election period, especially as we know words have the ability to build or destroy. </p>



<p class="wp-block-paragraph"><strong>How do you think these threats can be effectively contained?</strong></p>



<p class="wp-block-paragraph">There are several ways we can counter digital threats, especially during elections. It starts with an individual consciousness and moves to a collective desire to do no harm. Fair-play should be the key-word, i.e., running elections on level ground. Unfortunately, what derives from Cameroon is that politics is run along tribal and religious lines. As a result, rather than using development oriented ideas to campaign, we see direct attacks on opponents built on their political or religious leanings. As Cameroonians who love our country, we need to think about the future. The actions we take today to solve a problem, may only turn out to become a greater problem tomorrow. For example, when you attack an opponent because of their tribe, you can never tell which tribe your children may choose to marry in the future. As a worker, you do not know where you will be transferred to one day, and it just might be in the community you tried to destroy in the past through disinformation. </p>



<p class="wp-block-paragraph">When we go out for sensitization or training sessions, we always remind people we meet of how they admired their generations before them. This helps guide them to reflect on what image they expect the future generation to have of them, because a country can only grow better as a result of the policies implemented, the actions of its people, or the way we choose to treat each other. </p>



<p class="wp-block-paragraph"><strong>The other side of the debate will touch on disinformation during the election period. How serious can the situation be and with what consequences?</strong></p>



<p class="wp-block-paragraph">When we look at how elections have been tampered with in countries around the world, we are obliged to anticipate this in Cameroon. For example, our neighbour Nigeria in 2015 and Kenya in East Africa during the 2017 elections witnessed influence campaigns from organisations like Cambridge Analytica in swaying elections via digital platforms such as Facebook, Twitter, and WhatsApp. These digital battlegrounds have become arenas where narratives are shaped, alliances forged, and public opinion moulded. </p>



<p class="wp-block-paragraph">In a continent where digital access is burgeoning, and internet usage is dynamic—Cameroon stands at a crossroads. The upcoming 2025 presidential, legislative, and municipal elections loom large, casting shadows of uncertainty over peace and social stability. We not only need to access information, but ensure it is useful. We cannot ignore the lessons of history, as seen in the 2018 post-electoral crisis spurred by tribal undertones that has been fueling tensions both online and offline. This has created a pseudo ethnic and political divide, leading to the emergence of “Tontinard” vs “Sardinard” rhetoric. For a country that is gearing towards emergence by 2035, such discussions are not healthy. As we can imagine ahead of 2035, the widespread use of fake news and hate speech, if left unaddressed, will inundate the digital sphere, further polarising society and exacerbating tensions. The stakes are higher now. As we approach elections, we must fortify our defences against disinformation and influence campaigns, as it is already being observed.</p>



<p class="wp-block-paragraph"><strong>How can practicing journalists contribute to efforts aimed at combating disinformation and even hate speech circulated during such moments?</strong></p>



<p class="wp-block-paragraph">The first thing any responsible journalist can do is get their facts right. We are humans, so errors can occur. Many people think that disinformation is only on social media, but I will shock them by saying that mainstream media too is falling into its trap. The best way to reduce the error margin is by verifying over and over. Do not publish until you have all the facts to back your claim. It is a risky choice to destroy lives and families just because you want to break the news. The moment a journalist or press outlet loses its credibility, it is bound to die. </p>



<p class="wp-block-paragraph">We have a media for peace approach at #defyhatenow and we have been supporting the press in their work daily.&nbsp; But this is not enough; there is a need for a structural reform of media organs and associations, with clearly defined plans of actions addressing such issues. Unfortunately, the economic outlook does not give room for excellence, rather we see individuals who are trained, aware of the risks involved but yet indulge in spreading fakenews in their media in order to “survive”.&nbsp;</p>



<p class="wp-block-paragraph">Ideally, media organs need to broaden their scope and occupy the digital space. There is a common saying that nature abhors a vacuum. The rise of citizen journalism should not be completely considered as a threat, rather a call for media organs to rise from slumber. By adapting their work to evolving trends, it will not only make them more competitive in the digital age, but will equally enhance trust with their audience. There are people that do not believe any news, except when it comes from a particular media they are attached to. The moment this trust is breached, it is usually impossible to regain it fully.&nbsp;</p>



<p class="wp-block-paragraph"><strong>This conference is certainly to lay the groundwork for continuous reflections on the issues in focus. What are the major outcomes you are envisaging?&nbsp;</strong></p>



<p class="wp-block-paragraph">In February, we organised a multi-stakeholder workshop to discuss joint strategies to counter hatespeech in media and on social media. The event was presided by the Minister of Communication, Rene Emmanuel Sadi, who expressed the government’s support of such initiatives. Based on the key recommendations, we designed this conference, reaching out to a wider audience. We intend through advocacy with public authorities, to explore avenues for collaboration in combating disinformation effectively, while promoting greater access to information. We are glad to see fellow civil society organisations join us in this collective strive for safe digital spaces during election period.&nbsp;&nbsp;</p>



<p class="wp-block-paragraph">We also envisage engaging election bodies like Elections Cameroon, political parties, public institutions by offering our expertise to assist during this crucial period in the life of our country. It is only through a synergy of actions that we can hope to achieve sustainable results on the ground. We are an on-the-boot organisation, our team is young and we work with a host of local relays who can gladly contribute to fostering a peaceful socio-political atmosphere as all eyes are watching to see Cameroonians take their destiny in their hands.</p>



<p class="wp-block-paragraph">Mass education and sensitisation is needed during this period, the reason why we invited media associations to participate in the discussions. Through their press outlets, they are better placed to push the messages further to places we cannot reach physically. Their role is pivotal during such crucial moments, especially in helping shape the future of our country. We expect participants upon return to their respective communities, to implement what they have learnt in Yaounde.</p>



<p class="wp-block-paragraph"><strong>How do you intend to capitalise on some of the strong recommendations of the conference?&nbsp;</strong></p>



<p class="wp-block-paragraph">Our role at #defyhatenow is mostly to design, then let the actors and stakeholders directly involved to engage themselves. We will continue discussions in small groups that will be organised based on selected thematic, towns and areas of interest. But we do not want to end within the four corners of a conference hall; the real work is on the field. We intend to reach out to identified stakeholders through different stages of the electoral process, and share our findings with the powers that be.  </p>

<p class="wp-block-paragraph"><strong>What should the government and other stakeholders such as civil society actors and politicians do to instill a culture of peace in times of election?</strong></p>



<p class="wp-block-paragraph">The government should ensure electoral bodies are independent, especially as their role in ensuring free and fair elections is what will determine the future. All parties involved in the electoral process should be impartial and free from political interference. The only way to build a sustainable society is by engaging all stakeholders at the relevant levels to ensure ownership of the process. We should not wait until the voting date reaches before we start rushing helter scatter.&nbsp; &nbsp; Public institutions need to conduct voter education campaigns to inform citizens about the electoral process, their rights, and the importance of peaceful participation. Political parties and candidates should ensure the same opportunities and treatment so that they can engage in constructive dialogue and peaceful resolution of disputes.</p>



<p class="wp-block-paragraph">As civil society actors, we can support by continuing our work to counter false information and propaganda that can incite violence or manipulate public opinion. This can be done through public awareness campaigns and fact-checking initiatives. Political leaders and parties should publicly commit to peaceful and fair electoral processes, condemning violence and hate speech. Let parties educate their members on responsible behaviour before, during and after elections. We have a collective responsibility to uphold the rule of law, including respecting electoral results and using legal channels to address grievances. By engaging in ethical campaigning that focuses on policies and ideas rather than personal attacks or incitement, we are laying a solid foundation that will ensure generalised development.</p>



<p class="wp-block-paragraph">Civil society organisations stand a better chance to monitor the electoral process, observe polling stations, and report any irregularities or incidents of violence. But before that, we need to engage our communities in peacebuilding activities, such bottom &#8211; up approaches foster dialogue, tolerance, and understanding among diverse groups. We need to educate citizens about their legal rights and responsibilities during elections, including how to report electoral violations. Media has a key role to play too, by adopting media for peace, unbiased reporting, which plays a crucial role in shaping public opinion and perceptions.</p>



<p class="wp-block-paragraph">It is only when different actors and stakeholders share their expertise in a coordinated manner, by working together, that we can all contribute to the creation of an environment where elections are conducted peacefully, fairly, and with integrity.</p>

<p class="wp-block-paragraph">For the 38<sup>th </sup>edition of International Women’s Day in Cameroon, generally marked by a series of activities all over the world and the Cameroon national territory. International Women’s Day (March 8) is a day that celebrates the social, economic, cultural and political achievements of women. The day also marks a call to action for accelerating women’s equality. The IWD has occurred for well over a century, with the first gathering in 1911 supported by over a million people. Today it belongs to all groups collectively everywhere, it is not a country, group or organisation specific. countries across the world are hosting marches, rallies and demonstrations just to mark their own participation in the celebration. The topic highlights not only how technology is crucial to advancing rights, but a growing digital gender gap that is impacting everything from job opportunities for women and their safety online.&nbsp;</p>



<p class="wp-block-paragraph">As part of the Women’s Day celebration, #defyhatenow organised a series of activities throughout the month which included a Zoom discussion with Women peacebuilders and community leaders,&nbsp; we equally had an in-person meeting with Women journalists from two media associations in Cameroon, another with religious and cultural women leaders, meanwhile within the month, interviewed and discussed with some outstanding association leaders who are doing a difference in their communities. This was also an opportunity to connect with more women-led associations and networks in Cameroon for future collaborations and provide avenues to permit them to reaffirm their commitment to building peace in their communities for a #HateFreeCameroon.&nbsp;</p>

<p class="wp-block-paragraph">To mark the commemoration of this year’s International Women’s Day, #defyhatenow had heart-to-heart discussions with some women community leaders to learn more about what they do in their communities on a daily basis, the impact they create and their relentless efforts toward moulding younger girls to become the best version of themselves. It was quite fascinating to discover how much time, energy and resources these women from various backgrounds and with different talents invest to make sure that their community members, especially the young girls, get well-equipped to better their future. <p class="wp-block-paragraph"><strong>Digital inclusion: Embrace equity and engage together for a #HateFreeCameroon</strong></p>

<p class="wp-block-paragraph">Women are at the heart of building peaceful societies, through #SafeDigitalSpaces and for a Cameroon void of violence and hatred be it online or offline. This year, as per the International Women’s Day theme which focused on ‘‘<strong>Digital Inclusion</strong>’’, it was key that #defyhatenow brings to her own discussion table women who are working hard to change the narratives in their communities in the world of technology for a better online experience for everyone.&nbsp;</p>



<p class="wp-block-paragraph">It was light to this, that we brought together Tech leading ladies, Doctors, peace educators, women and youth association leaders, tech entrepreneurs and lawyers to discuss ways in which women’s voices can also be heard in this era of digitisation and how much they can equally contribute in decision making for a prosperous and inclusive society for all. While the world is clamouring for<strong> #DigitALL</strong>, we are proud to say that #defyhatenow is a trailblazer in the digital inclusion of women as we do not believe that women are less competent than men, we believe in inclusion and equity in all sectors. At #defyhatenow, our core social media mandate is to have #SafeDigitalSpaces for all internet users, but particularly for Women to amplify their voices as peacebuilders. Today we boast of a community of empowered women who own their digital spaces and tell their stories from all parts of Cameroon.&nbsp;</p>



<p class="wp-block-paragraph"><strong>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Women Journalists </strong><strong>and</strong> <strong>ICTs: Opportunities to Embrace&nbsp;</strong></p>

<p class="wp-block-paragraph">The non-involvement of women in the field of ICTs throughout the world in general and in Cameroon in particular raises questions about the causes of this phenomenon. As part of the International Women&#8217;s Day activities, #defyhatenow in partnership with CIPESA chose to mark the event through an interactive discussion session coupled with the sharing of experiences with women journalists, under the theme women journalists and ICTs: opportunities to embrace. The objective of this discussion session was to remind women journalists of the urgent need to get updated and upgrade their use of technology in the exercise of their work. They were reminded to close the big gap that exists between social and traditional media. It was also an opportunity to equip them with good practices, concrete experiences, while presenting the advantages, as well as the opportunities offered by digital media. The women were advised to get rid of their excuses and to find their way to building themselves and seize the opportunities that the digital world offers.&nbsp;</p>



<p class="wp-block-paragraph">‘‘It&#8217;s easy to fall asleep on the cushion that our excuses offer, but that&#8217;s a trap. We spend too much time analysing the challenges that female journalists face, we have been missing out on a lot. Fortunately, the Internet is full of opportunities and solutions. It levels the playing ground and has solutions for our sisters looking to start their own publications, create their own channels, find sources, engage audiences, find jobs, get scholarships, and training, make more money, verify info and collaborate with other journalists’’. <p class="wp-block-paragraph">In addition to our series of activities to mark the spirit of the month, the #defyhatenow female team members met and shared views on how to #EmbraceEquity in the workplace, community, and peacebuilding space. We remain committed to empowering women in our communities to reach their full potential, to be included in all spaces and to be given the chances they deserve work-related and in decision-making places. Online harassment is a major issue for women, especially well-known and outspoken women such as celebrities, content creators, journalists, and politicians. They face online backlash, especially when they post articles about sexual harassment, equality, and women&#8217;s fashion choices.</p>



<p class="wp-block-paragraph">As a result, they may lose the will and courage to voice out their opinions and may even stop using social media entirely. Women deserve safe online spaces where they can post their views without fear, or just be themselves!</p>



<p class="wp-block-paragraph"><strong>Embrace Equity: Women Building Peace bridges for #HateFreeCameroon&nbsp;</strong></p>

<p class="wp-block-paragraph">To mark the end of the International Women&#8217;s Day activities this year, an intercultural and interreligious meet-up was held to further encourage women to promote equity for peace in their communities, hence the need to gather leaders of religious and cultural associations to discuss ways they can contribute in building peace in their communities.&nbsp;</p>



<p class="wp-block-paragraph">Cameroon is presently at the crossroad of peace and security initiatives and each person has a unique role to play in peacebuilding. Unfortunately, women are still lagging behind. Close to 50 local civil society actors, principally women-led organisations answered present. Women, it should be noted, are always actors and victims of most crises around the world, reasons why including them in peace-building processes is always important.</p>



<p class="wp-block-paragraph">These women leaders agreed that to move to the negotiation table, they, first of all, need not only to empower themselves but to empower other groups beginning with those in local communities.</p>



<p class="wp-block-paragraph">“We need to begin to lift the cultural, religious, and political barriers that come and impede our development as women. A woman has to start by empowering herself because she can only give what comes from within,” says Yaah Gladys Viban Shang, gender and youth advancement consultant.</p>

<p class="wp-block-paragraph"><strong>Happy New Year Mr Minister!</strong></p>



<p class="wp-block-paragraph">As part of activities marking the start of the year, #defyhatenow gladly joined a cross section of stakeholders in the information and communication fields during the presentation of New Year wishes to the Minister of Communication. On Friday February 2, 2023, Minister René Emmanuel Sadi, met with a host of guests invited for the session that was held on the esplanade of his Ministry in Yaoundé.&nbsp;</p>



<p class="wp-block-paragraph">As part of our social media mandate in promoting #SafeDigitalSpaces, #defyhatenow was recognised as a key stakeholder in promoting responsible content creation. This can be seen through our quarterly Africa Factchecking Fellowship: #AFFCameroon for bloggers, journalists, community-based organisations and other content creators in Cameroon. To date, over 100 French and English Factcheckers have been trained, operating in eight out of ten regions in the country. In the same vein, the capacities of 150 journalists were enhanced through a series of regional workshops on Conflict-sensitive Reporting between 2020 and 2021. The overall objective being to promote quality researched reports aimed to enhance the media&#8217;s role in building a sustainable society. </p>

<p class="wp-block-paragraph"><strong>#YouthDay2023: Engaging Youth to champion peace initiatives</strong></p>



<p class="wp-block-paragraph">The 57<sup>th</sup> edition of Youth Day 2023 was celebrated in Cameroon on the theme: “<strong>Youth, Moral, Civic and Entrepreneurship Rearmament, a Guarantee for Discipline in Building a United and Prosperous Cameroon</strong>.” Every year, the first eleven days of the month of February are marked by a series of socio-cultural, professional and sports activities throughout the national territory. These culminate in a civilian march past, where children of school going age, socio-professional associations and youth wings of political parties jointly showcase their skills. During this period, #defyhatenow team was equally deployed on the field, engaging young persons to effectively contribute to nation building. This year’s celebration focused on the ‘Three Year Special Youth Plan,’ Moral, Civic and Entrepreneurial Rearmament, abbreviated in French as PRONEC-REAMORCE, aimed at unlocking the skills and building the capacities of youths at different levels. For over a week, we gladly engaged young visitors at the Youth Boulevard created at the esplanade of the Yaoundé City Council. In addition to showcasing our Social Media Hate Speech Mitigation Field Guide, visitors to our stand were also educated on the responsible social media use with our race to a #HateFreeCameroon game.</p>

<p class="wp-block-paragraph"><strong>Experience Sharing: #Youth4Peace Virtual Panel Discussion</strong>:&nbsp;</p>



<p class="wp-block-paragraph">It was a great moment of experience sharing with five youth selected from different parts of Cameroon that joined us for a virtual discussion. Holding under the theme “I am Responsible for Building Peace &amp; a #HateFreeCameroon” they shared in their respective field and area of residence on how they are contributing to nation building in line with this year’s theme. Daily professional experience in contributing to peacebuilding; fostering youth and civic, moral and entrepreneurial rearmament; championing peace initiatives at local levels to promote a #HateFreeCameroon and the role of the media in promoting sustainable society. <p class="wp-block-paragraph"><strong>#Media4Peace Sensitisation and Community Outreach</strong></p>



<p class="wp-block-paragraph">Within the eleven days activities in line with celebration of Youth Day 2023, #defyhatenow team organised community outreach activities in schools. With logistics assistance from our partner, Save A Youth Outreach in Bonaberi, we visited Susana Bilingual and Inset Colleges in the economic capital, Douala. About 200 students were drilled with knowledge on how to engage in countering hate speech and violence in schools. Both schools’ administrators embraced the idea and expressed the wish to have such sessions often. Our trip ended with a brief extension of Youth Day 2023 at Mady Life Foundation, hosting children with special needs. This group is mostly vulnerable to discrimination and stigmatisation in the society. Similarly, a visit to several media outlets in Douala and Yaounde, during which our team shed light on the role of youths in contributing to a #HateFreeCameroon. This revolves around aspects like championing peace initiatives at local levels, responsible use of digital and social media platforms and above all, civic engagement.&nbsp;</p>

<p class="wp-block-paragraph"><strong>National Symposium on theme: Hate speech and violence in Cameroon: Social origins, emerging forms and possible responses</strong></p>

<p class="wp-block-paragraph">The Symposium is planned and organised by the Department of Sociology of the University of Yaoundé I with the support of the Cameroonian Laboratory of Studies and Research on Contemporary Societies better known by its French acronym (CERESC) in partnership with Civic Watch which is a community-based organisation whose objective is community mobilisation to effectively address online and offline hate speech. As the country implementation partner of the #defyhatenow initiative, Civic Watch works on the permanent search for solutions to issues of incitement to violence, conflict, tolerance,&nbsp; peacebuilding and social cohesion in connection with the use of social networks.</p>

<p class="wp-block-paragraph">Designed for use ‘in the field’ and includes training materials and workshop resources, the<strong> #defyhatenow Social Media Hatespeech Mitigation Field Guide</strong> is designed to raise awareness, develop counter- narratives, and mitigate violence related to online hate speech and induced conflict within and outside affected regions in Cameroon. Youth, community leaders,&nbsp; grassroots organizations and civil society stakeholders using the field guide within an information literacy framework. Bridging gaps of knowledge and awareness of social media mechanisms is capital to achieving this document’s goal within our communities.&nbsp;</p>

<p class="wp-block-paragraph">While hate speech can form a basis for incitement, one can still use personal strategies to engage speakers in shifting attitudes and bringing down the tone of rhetoric. Group strategies are needed&nbsp; to respond as a community to dangerous speech online and mitigate the factors contributing to violence offline.&nbsp; As far as there is prejudice and discrimination based on ethnic, culture, race, religion or gender, we will not shy away from going into the most remote communities to contribute to #PeaceBuilding. It is to this end that our team is on the field at the foot of Mount Fako, in Buea, popularly referred to as &#8220;Chariot of the gods&#8221;, to train community and association leaders on the use of the #FieldGuideCameroon 2.0 as a conflict and Hatespeech mitigation tool.&nbsp;</p>



<p class="wp-block-paragraph">Renowned for its &#8220;Legendary Hospitality&#8221;, Buea is host to some of Cameroon&#8217;s oldest public and academic institutions, as well as people from different parts of the country and beyond. Equally marked as one of the historical regions in Cameroon, it is also one of the towns affected by the ongoing Anglophone crisis rocking the two English-speaking Regions. the peace and tranquility of her community members and youth development.&nbsp;</p>

<p class="wp-block-paragraph">&nbsp;The two-day training seeks to engage grassroot organizations, youth led groups, CSOs and other local stakeholders in crafting sustainable ways to promoting #PeaceBuilding activities in their communities for a #HateFreeCameroon. At the end of this training, we would attempted to answer the following questions;&nbsp; strategies on how to tackle hate speech, ways to identify hate speech online &#8211; on social media, modern tools to use toward ending hate speech within their areas of influence and target groups, ways to engage young people in the mitigation of hate speech on social media and in the communities, strategies for tackling hatespeech via African women and young girls for peacebuilding initiative, the roles of bystanders in the promotion of peace and mitigation of hate ?</p>



<p class="wp-block-paragraph">Bringing the #FieldGuideCameroon 2.0 to them is fueled with the aim that these local actors will develop skills and techniques that can help reduce the ongoing conflict and rebuild sustainable peace in their communities. This will be possible through sensitization sessions, advocacy meetups, training and peacebuilding campaigns online and offline.&nbsp;</p>



<p class="wp-block-paragraph">The #defyhatenow initiative works on providing community-based and data-driven solutions to the problem of hate speech, disinformation and misinformation. Our work focuses on creating a framework for increasing trust between stakeholders through mobilizing civic action against all forms of hate speech and incitement to violence. #defyhatenow seeks to support the voices and actions of citizens working against online induced conflict within and outside affected regions by bringing different stakeholders into a peace-oriented media and information literacy framework.</p>
