Justification

The growing use of ICTs in Cameroon has been followed by a liberalization of public discourse, allowing sometimes unqualified actors to control, disseminate or influence information for strategic purposes. This has an impact on people’s lives and well-being. It is within this information disorder that in 2023, due to the work of several journalists uncovered the modus operandi of Team Jorge, which is said to have carried out around two dozen operations of misinformation, cyber-espionage and propaganda in several African countries. All over Africa, and particularly in Cameroon, false information and hate speech online and often in the traditional media flood the news, concealing media strategies aimed at manipulating strategies designed to manipulate public opinion and serve the interests of its initiators. The widespread use of artificial intelligence and social media such as Tik Tok are helping to amplify the phenomenon of disinformation and manipulation of the masses. In a Cameroonian context already marked by socio-political, security, inter-community and environmental crises, disinformation could in 2025 further deteriorate the fabric of living together, social cohesion and peace that we are trying to sew together.

Context

The experience of the so-called Anglophone crisis since 2016 and the socio-political crisis of 2018 justifies these fears. Indeed, during the presidential elections, internet users were overwhelmed by streams of fake news and hate speech that further polarized social cleavages and exacerbated socio-political and tribal tensions. To this day, fake news and hate speech online and even in the traditional media take the form of current events. Despite the best efforts of those involved, the phenomenon is taking on worrying proportions, against a backdrop of tribalism attacks and their by-products.

To prevent misinformation and influence campaigns from shaping public debate and social cohesion during the 2025-2026 elections, #defyhatenow, through its African Fact-checking Fellowship (#AFFCameroon) program, has been working for over four years to train and equip media professionals and community leaders in the techniques and methods of fact-checking and combating online hate speech. To date, nine cohorts have been trained, bringing together more than 200 professionals from the Centre, Littoral, South West, North West, Adamaoua, North, Far North and West. Although these efforts to mitigate the threat have borne fruit, the need to raise awareness among Internet users of the issues involved in fact-checking and to develop their critical faculties remains essential.

However, fact-checking as a practice is not new; it has existed in newsrooms for a long time. Verification of online information and public claims has increased in recent years due to the proliferation of fake news on social media. This need to mitigate the increase in fake news online remains a subject that is not sufficiently covered by the mainstream online and offline media.

To fill this gap, #defyhatenow is launching a call for applications for the 10th cohort for the next three months of September – October – November 2024, specifically for media professionals and community leaders. The aim is to create a critical mass of fact-checkers, information warriors, online and offline hate speech and digital rights defenders.

About the Africa Fact-checking Fellowship

The Africa Fact-checking Fellowship Cameroon is designed to monitor and map viral trends on social media related to major issues in Cameroon, including peace, social cohesion, good governance and democracy. It also aims to select future trainers in fact-checking and the prevention of hate speech. Through its various cohorts, #AFFCameroon aims to put seasoned professionals in the field to make an effective contribution to building and consolidating peace by combating disinformation and hate speech.

Africa Fact-Checking Fellowship (#AFFCameroon) aims to promote fact-checking, data journalism, media and information literacy and digital rights to journalists, bloggers, content creators and community leaders in Africa. The three-month program aims to equip fellows with the skills and tools they need to tackle the current challenges of fake news in their countries of operation. The program is based on a blended learning model that uses face-to-face sessions, webinars, practical lessons, peer-to-peer learning and practical work in the field. Fellows will have access to a rich set of online tools and resources as well as a network of experts and professionals from around the world.

Dr Kinang Derick Fai, Field Guide Implementation Lead, introduces the resource materials and guides users on how to get the best out of its rich content.

You are the Field Guide implementation lead in Cameroon. Can you tell our readers what the resource package is about and its use?
I will start by drawing our attention to the fact that the #defyhatenow Social Media Hatespeech Mitigation Field Guide is edition 2.0. It’s a document coined to be a peace-building tool that could be used to promote social cohesion and peace and could be that ideal document you would want to use when you want to engage in mitigating hate speech, incitement to violence, and mis/disinformation, or what we commonly call fake news. There are six chapter addressing specific issues, which content can help in preparing workshops, educational and community mobilisation activities.

You just mentioned that it is a conflict and hate speech mitigation tool, so why is it important? What role does it play in the context it was designed for?

The Field Guide is important because it was produced at a time when Cameroon is faced with a series of security challenges. We have the Boko Haram insurgency in the Far North Region, the Anglophone conflict in the two English-speaking Regions, the post-electoral crisis of 2018 and the insecurity in the East Region. The resource package presents itself as a peace-building tool that can be used to promote social cohesion and peace in Cameroon. Contextually the Field Guide has important content on issues related to information verification. We have a document that shows the correlation between social media and conflict as well as drawing our attention to the responsible use of social media. This is a document that attempts to contextualise hate speech in Cameroon and proposes strategies for its mitigation, if not to completely wipe out this societal scourge in our country. That is why it is called a Field Guide.
So far, we can talk of over 70 copies that were produced internally, both in English and French by the #defyhatenow initiative. The complete package has additional materials like the A4 posters that were produced in close to a thousand copies in French, English and Pidgin English. All of these materials produced in relation to the field guide are distributed freely to Cameroonians. We also have soft versions on our website for free download and use by anyone interested in promoting peace initiatives. From our standpoint of #defyhatenow, we have also been engaging even remote communities thanks to our implementation partners that have access to areas our team cannot reach directly. a lot in terms of ensuring its implementation. Before the coming of version 2.0, we had version 1.0, the first version of the Field Guide which was produced. We also received additional copies from the Ministry of Youth Affairs and Civic Education – MINJEC that supported us.

We receive constant feedback from partners, civil society, community and religious leaders who have been using the document in various peacebuilding activities. In 2023, we had a session in Douala with civil society and community leaders exchanging on how the Field Guide could be properly used on the field as a peacebuilding tool in different parts of Cameroon. During the follow-up to this particular workshop, most of the participants who portrayed were outstanding were accompanied by the #defyhatenow initiative to run activities in their different communities. For example, a community-based organisation, Better Future operating in Nkongsamba in the Littoral Region, has been using the field guide in engaging community and religious leaders. Administrative authorities like the Divisional Officer and Delegate of ministries have become a part and parcel of this struggle, working to mitigate hate speech, incitement to violence and disinformation locally.

We also introduced the Field Guide in the East Region through a locally-based partner Association Pro Social. We had meetings in Garoua-Boulai, grouping religious and traditional authorities alongside displaced populations that had resettled in this area. Visiting the refugee camp, we drew the attention of the refugees and the host community on the need to practice some degree of tolerance and ensure social cohesion among the population. We led activities in schools using the Field Guide posters and discussion cards, especially in the conflict zones. We engaged the Presbyterian Church in Cameroon – PCC Peace Office in Ngoketunja, North West Region by creating clubs in secondary schools. This is a community that is hard-hit by the on-going Anglophone conflict. We are happy to see that, thanks to the use of the resource package, peacebuilding messages have been spread in these remote communities. These peace clubs have also been created in other places like Yaounde, Buea, Limbe, Douala, Bafoussam, Dschang and Tiko. Apart from that, we also had sessions in the Northern Regions, particularly the regional headquarters, Ngaoundere, Maroua, and Garoua all combined. The communities we reach have received and owned the content of the Field Guide and use it daily to improve the work of organisations involved in peacebuilding.

Apart from the English language; we also have activities with the Association of Broadcasters in Pidgin English. This group of media professionals operate in remote communities using local languages to reach every home. Community radios help to bridge the community gap in rural areas, thus the need to build the capacities of the message bearers for more results. The Association members had a series of workshops where they translated the content to Pidgin English by contextualising the message to suit their audiences. Today, we see them using the content in their radio to educate the masses on the dangers of hatespeech; while proposing ways to counter them effectively.

Can you please share the success stories or positive outcomes of its implementation?

I think several success stories could be brought to the limelight to understand how important the implementation of the Field Guide has been. For example, during the session with the Pidgin English journalists, we had testimonies that were coming from some of these journalists, who have gained understanding of issues relating to incitement to violence and hate speech. Thanks to the knowledge acquired, they have changed the way they anchor programs on radio and TV, especially contents addressed to the Anglophone audience in a place like Douala IV. The economic capital is one of the largest host towns of internally displaced persons from the crisis-hit North West and South West Regions are conflict-sensitive to avoid fuelling the crisis.

The posters have messages and images that make it easier to create programs that address the root causes of conflict while proposing possible solutions. Another testimony came from Kumba in the South West Region, mass communication programs in English Pidgin were fast dying. Following the workshop on the translation of the Field Guide, the participants received materials to enable them develop debates topics for programs and magazines. One of our implementation partners shared an experience where the A4 game was used to put an end to diplomatic tension between Cameroonians and Chadians during a peace-building workshop. By engaging both parties to place the #HateFreeCameroon game, their attention was diverted from the quarrel that had broken out. During sensitisation sessions on radio, for example on the national station, our partners have used the resource package to engage journalists and their audiences during prime programs.

When you have such feedback from the community, this gives you the push to want to do more. Most of our community relays not only use this document for their activities, but also draw inspiration for presentations they make in and out of Cameroon. We have seen cases where the Field Guide has served for discussions around peacebuilding, conflict transformation and community engagement in major conferences abroad. When you get testimonies like this coming from those who have been using the document, you only want to do more because you feel like it is a peace-building tool.

What are some of the challenges or difficulties encountered during its implementation and how were they addressed?

In reality, one of our major and most difficult tasks has always been the tracking of the Field Guide’s use in the different parts of the country. It has always been our desire to pin-point every user of the #defyhatenow Hate Speech Mitigation Field Guide. But unfortunately, taking into consideration the remote nature of some parts of the country and inaccessibility, it becomes very difficult to do so. At times we are unable to ensure a proper tracking like who is doing it? What type of activities do they run with it? Where are they located? How often do they use it? And what impact or results have they derived from its use?

So far, that has been one of our major challenges, but we are struggling to overcome them. For example, we have a sheet where we record the contact person that takes the document. However, should they give it out to another person or move it to a different location, we might not be able to know or trace it. We have been working to mitigate these shortcomings by creating groups where partners can update us of their activities and the locations. We also follow-up through calls in order to ensure the effective use of the resource packages in the communities where they have been free distributed for use.

Another major challenge has always been limited resources, because ideally, we would have loved to have a hard copy shared to everyone who is interested in peacebuilding. We have devised a way to overcome this by making partners know that they can give out their copies to other organisations within the same geographical location for use. Insufficient finances to fund all projects conceived in relation to the Field Guide has made us to rather build the capacities of community-based organisations, and then show them ways to incorporate the content in the daily work. Thus they must not have what we can call a “Field Guide activity” rather they can run activities according to their mandate and use the resource package as a working document for the sessions.

We also have some difficulties especially in conflict areas like the North West and South West Regions. There are certain contextual contents in the Field Guide that cannot be used in certain parts of these Regions. Community-based Organisations in charge of the implementation of the Field Guide gave us feedback that they cannot operate freely in places like Kumbo, Akwaya, Mamfe and other areas, which makes it very difficult for us to ensure proper implementation. We realised that some of the content and message do not go down well with the belligerents in the two English-speaking Regions.

Recently a Pidgin English version of the Field Guide posters, why the addition?

The Field Guide has gained relevance because it was produced at what many have described as the “appropriate time”. We are living in a context of insecurity, and we can only stress more on pidgin English, because when you take into consideration, for example, the Anglophone crisis that is ravaging the North West and South West Regions. This gives us a clear understanding that carrying out peacebuilding activities in these zones require the use of the right language. In the rural communities hit by the crisis, Pidgin is widely spoken which makes it necessary to pass the message across. Also, it is easier to translate or paraphrase the contents in vernacular compared to doing it in the English language. A majority of the population speak or understand Pidgin English, especially the elderly group in villages. They are equally the ones who follow community radios religiously.

To whom does the Field Guide belong, giving that is was entirely produced by #defyhatenow with funding from the German Federal Foreign Office?

We would say the Field Guide belongs to Cameroonians as a whole and most especially to all lovers of peace. They are the owners of the resource package, which ought to serve as a guide to them in their strive for peace daily. As the project lead, Stephen Kovats rightly puts it, it serves no purpose to produce material that would not be useful or implemented. Bringing the Field Guide as a working tool to support local peacebuilding initiatives simply explains why the guide belongs to the community. That is the reason why the A4 posters and flash cards were produced so that communities with no internet or electricity can still use the content for activities. Our overall goal is to make the resource package available to everyone who loves peace and wants to engage in peacebuilding. All the education materials that #defyhatenow produces are open-source and available for free download on our website. Feel free to read and download the English, French or Pidgin English versions anytime.

Cameroon Diaspora Dialogues Panel Discussion

For the last two years the #defyhatenow diaspora initiative has sought to achieve inclusion for diaspora perspectives on the conflict mitigation in Cameroon.

February is youth month in Cameroon. Over 70 percent of Cameroons population is below the age of 35. As in most African countries, the youth in Cameroon sit on the crossroads of crisis: from pressure to violent extremism with the political conflicts, to irregular migration patterns to the world etc. In special tribute to the many young people of Cameroon who work towards reconciling peace and fighting hate speech, our diaspora dialogue this month shall focus on young people too.

We shall specially consider the special role of Cameroon based outside Cameroon; their perspectives on transforming the conflict in Cameroon and the particular roles young people play.

In a ground breaking motorcade, hundreds of taxi drivers in Buea rallied together under the banner of the “#StopBadMop Caravan,” organized by #defyhatenow, Civic Watch Cameroon, in collaboration with the Parliamentarian for Buea, Honourable Malomba Eseme. The rally started from the Omnisport Stadium in Molyko, moving upward to the office of the Divisional Officer for Buea.

Recognising taxis as pivotal meeting points for people of diverse backgrounds, the campaign aimed to transform these vehicles into hate-free zones, thereby fostering more inclusive communities. Ngala Desmond, Country Project Manager of #defyhatenow Cameroon, emphasized the need for a narrative shift, stating, “Our taxis should be hate-free zones, and by extension, our communities will be hate-free.”

Representatives from various taxi drivers’ unions pledged their commitment to advocating for a hate-free Buea. They vowed to educate passengers against hate speech, both in the presence of administrative authorities, the political elites and the #defyhatenow/Civic Watch team.

“We will use language that does not incite violence or dehumanise others based on their tribe, culture, or religion whether publicly or privately,” Eben Chu, spokesperson for the taxi drivers’ Unions,

Madam Becky Lynonga Efoe, Executive Secretary of the South West Regional Assembly, called on the drivers to become voices against hate speech, preventing violence resulting from such discourse. Other speakers, including representatives from the Chiefs of Fako, the South West House of Chiefs, and the Divisional Officer for Buea, commended the initiative for addressing hate speech at its roots.

The #StopBadMop Campaign was a joint initiative by Honourable Malomba Eseme, Parliamentarian for Buea Constituency and #defyhatenow, with the collaboration of Taxi Drivers’ Unions. “It is our duty to make our communities habitable for all, irrespective of their backgrounds,” explained the Member of Parliament.

Individual stories from taxi drivers underscored the impact of hate speech on their lives. Che Nelson, a driver from the North West Region, shared his experience of being targeted and insulted because of his origin. Through campaigns like this, individuals like Che found a platform to promote tolerance and understanding, turning diversity into strength.

“I can assure everyone that our conflicts are ended because as drivers, we have learned the values of tolerance” said Che.

The “Taxi Tales, No To Hate” campaign gained support beyond taxi drivers, with civil society advocates and residents participating in the walk out of solidarity. Ebigwe Johnson, a civil society advocate from Douala, highlighted the need for collective responsibility in making cities hate-free: “I came to Buea from Douala purposely for this campaign because we must all put our efforts together to achieve a hatefree society” he said.

As the caravan passed through Buea, onlookers applauded the initiative, acknowledging the rise of hate speech, particularly in taxis. The campaign’s potential to bring people together and foster unity was echoed by locals who cheered as the caravan made its way from the Molyko Stadium to the office of the Divisional Officer for Buea. The fight against hate speech has found a unique ally in the heart of Buea’s transportation hub, signaling hope for a more inclusive and tolerant community.

To mark the celebrations this year, #defyhatenow is running activities in the North West and South West Regions, as well as the three northern regions of Cameroon.

Youth in Cameroon are today celebrating the 58th Youth Day 2024, usually marked by a series of sociocultural and economic activities nationwide. On the D-day, that is February 11, a civilian march past with children of school going age, universities, sociocultural and political groups hold in all 360 subdivisions, 58 Divisions and 10 Regions of the country. Another main feature of Youth Day is the traditional Head of State’s Message to the Youth during a live simultaneous broadcast on national radio and TV.

This year, as in the past, #defyhatenow through its implementating partner, Civic Watch, is engaging young community leaders in several parts of the country on issues relating to the current challenges faced by the country. Top on this list is hatespeech, which social scourge threatens the core values and fabrics on which our nation is built. From the South West, North West, Centre to the Northern parts of the country, peacebuilding actions happening in these Regions are aimed at building the capacities of youth peace advocates, raising awareness and educating the masse on the dangers of hatespeech and its resultant violence on the society as a whole. This is how we saw the Youth Day 2024:

Bamenda: Peace Weavers Trained, Released for Community Impact!

Over 30 Community Peace weavers met from February 1 to 3, 2024, in Bamenda, headquarters of the North West Region for their second meeting. Cohort 1 members are made of leaders of youth associations, peace advocates, faith-based and tribal group leaders from the North West and South West Regions. For three days, guest trainers joined our team to share knowledge on topics such as identifying and countering hatespeech locally, leveraging social media for campaign visibility, collaborating with local authorities to run peacebuilding initiatives, spotting mis/disinformation online and curbing their spread. At the end of the training, fellows are expected to host pass-it-on sessions in their respective communities for more impact. The high mark of the gathering was a #HateFreeAbakwa peace march from Custom Junction to the Regional Assembly, where they were received by a delegation led by the Commissioner for Economic Development, Honorable Awunti Ghejung. Other stakeholders including the Regional President of the Cameroon National Youth Council, Reverend Mekom Samuel, #defyhatenow partners and media associations also answered present.

Civic Watch, the host organisation of the #defyhatenow initiative in Cameroon on February 9, 2024 signed a Memorandum of Understanding – MoU with the Cameroon National Youth Council – CNYC. As part of activities leading to the 58th Youth Day celebration in Cameroon, CNYC organised a Youth Development Forum with youth leaders from different parts of Africa. It is equally during this solemn gathering with a cross section of government ministers present, that the signing of MoU with four institutions happened, among which Civic Watch, represented by its Founder, Ngala Desmond Ngala. The overall expectation is to run capacity building, sensitisation and community mobilisation activities in different parts of Cameroon. Through youth advocacy, civic engagement and leadership, the collaboration aims at addressing the root causes of hatespeech, violence and violent extremism among young people. Both institutions aim to leverage on their joint prowess to foster the crusade for peace in the nooks and crannies of Cameroon.

On the occasion of the 58th Youth Day, five community-based organisations operating in the Adamaoua Region organised a hate-free campaign on the theme: My fight: zero hate speech in Adamaoua! On February 7, 2024, the activity started with a sensitisation caravan, grouping young lovers of peace and sympathisers drawn from different parts of Ngaoundere. The overall event sought to foster the spirit of social cohesion, community tolerance and integration among inhabitants of the Region. The Lamidat of Ngaoundere hosted an intergenerational dialogue during which community members freely shared ideas on core values needed to enhance peaceful coexistence among the population. The public discussion was also an opportunity to reflect on past relations, assess the present societal changes and trends, especially technology-based, as well as set the basis for inclusive development at all levels of the society.

Garoua: The Junction Town Where Peace and Tolerance Converge

Building on a capacity building training last year with community-based organisations from all three northern regions on the use of the #defyhatenow Social Media Hatespeech Mitigation Field Guide 2.0; the North Region is hosting a restitution session this February. Under the coordination of the Regional unit of the Cameroon National Youth Council – CNYC, five organisations initially trained by the #defyhatenow team will be engaging other youth on using the Field Guide as a conflict-mitigation tool in Garoua. About 50 participants, drawn from youth-led organisations, faith and tribal groups, student unions and secondary schools have been selected for the session. Popularly dubbed Garoua Pour Tous (loosely translated Garoua for all) the junction town of the northern regions is taking a public stance against all forms of hate and violence, a message voiced loudly by the youth.

Maroua: Youth Denounce Violence and Violent extremism

After Ngaoundere and Garoua respectively, the headquarters of the Far North Region; Maroua will equally take turn in championing youth-led activities under #defyhatenow. Five community-based organisations, bearers of messages of peace, will join forces for a campaign against hatespeech and violent extremism in the region. It should be noted that the Region recently witnessed resurgence in intercommunity conflict among the Musgoum and Shuwa Arab ethnic groups, which led to the loss of lives and destruction of property. The border region, close to neighbouring Nigeria and Chad, is equally one of those areas affected by the Boho Haram insurgency that led to youth radicalisation, mass displacement, as well as heavy casualties. These youth-led organisations have therefore committed themselves to address the underlying causes of issues affecting their communities by engaging their peers in what they do best: Peacebuilding!

#AFFCameroon: 3rd and last session for Cohort 9 Fellows

While dust will be settling on #YouthDay2024 activities after February 11, another group of young soldiers will be negotiating a decisive bend in their fight against hatespeech and fakenews. Cohort 9 Fellows of our Africa Factchecking Fellowship – #AFFCameroon will converge at the end of the month for their third and last onsite meeting. The quarterly training is currently hosting 20 Fellows, comprised of journalists, bloggers and community-based organisation leaders, who are gaining knowledge on advanced information verification using online tools. As Cameroon is fast approaching an electoral year, past experience from 2018 revealed that pre and post elections periods are usually marked by a rise in mis/disinformation, hatespeech and attacks mostly fuelled by tribal and/or political differences. As a result, #AFFCameroon is #defyhatenow’s contribution to ensuring safe digital spaces; promote healthy public discourse and civic engagement geared towards the sustainable development of Cameroon as a nation. Our Fellows are trained to map viral trends, curb the spread of false information and organise community educative sessions. It is therefore for this reason that we are banking on the youth of today, who are leaders of tomorrow!
