<p>Ethiopia faces many challenges, and one of them is the rise of online hate speech and misinformation, which threatens social cohesion and makes peacebuilding harder. False or unverified stories spread quickly online, deepening divisions and eroding trust. That’s why the #HateFreeEthiopia campaign brings together influencers—who shape the digital environment—and trusted community radio stations to push back against these harmful trends.</p>



<p>The #defyhatenow_Ethiopia Initiative is implemented by <a href="https://openculture.agency/">r0g_agency</a> in partnership with <a href="http://www.ppeth.org">Positive Peace Ethiopia</a> (PPE) and funded by the European Union is launching a crucial media partnership to air a specific radio program called “<strong>Itiyoophiyaa Jibbarra Bilisa</strong>” with Fana Media Corporation’s Shashemene Branch to empower communities in the Oromia region. The collaboration will focus on equipping citizens with the fact-checking knowledge and media literacy skills needed to combat the rising tide of misinformation and hate speech.</p>



<p>At the heart of this initiative is a dynamic weekly 30-minute radio program, produced by graduates of the <a href="https://defyhatenow.org/ethiopia/aff/">Africa Fact-Checking Fellowship &#8211; Ethiopia (AFF-ETH) Cohort 1</a>. Our fellows, Jemal and Negawo will leverage their expertise to educate the public, share essential fact-checking techniques, and foster critical thinking through engaging content in Afaan Oromo. We are targeting young people aged 16-35, a demographic often vulnerable to the influence of misinformation. Listeners can expect expert interviews, in-depth discussions on current events, and easily digestible educational segments that break down fact-checking principles and media literacy concepts.</p>



<p>This partnership with <a href="https://www.fanamc.com/english/live/">Fana Radio</a> allows <a href="http://www.defyahatenow.org/ethiopia">#defyhatenow_Ethiopia</a> to amplify the importance of media literacy and fact-checking, reaching a wide audience with vital information.</p>

<p>This campaign recognizes that trust and influence are key to changing online behavior. By partnering with respected voices and leveraging the reach of community radio, #HateFreeEthiopia aims to empower Ethiopians to become responsible consumers and creators of online content.</p>



<p>Giving individuals the ability to think critically and resist division is ultimately what this is all about. Small actions, such as questioning a suspicious post or sharing verified facts—can make a real difference, whether through radio, social media, or casual chats because peace is possible when communities unite to oppose hate and false information.</p>

<p>The growing use of ICTs in Cameroon has been followed by a liberalization of public discourse, allowing sometimes unqualified actors to control, disseminate or influence information for strategic purposes. This has an impact on people&#8217;s lives and well-being. It is within this information disorder that in 2023, due to the work of several journalists uncovered the modus operandi of Team Jorge, which is said to have carried out around two dozen operations of misinformation, cyber-espionage and propaganda in several African countries. All over Africa, and particularly in Cameroon, false information and hate speech online and often in the traditional media flood the news, concealing media strategies aimed at manipulating strategies designed to manipulate public opinion and serve the interests of its initiators. The widespread use of artificial intelligence and social media such as Tik Tok are helping to amplify the phenomenon of disinformation and manipulation of the masses. In a Cameroonian context already marked by socio-political, security, inter-community and environmental crises, disinformation could in 2025 further deteriorate the fabric of living together, social cohesion and peace that we are trying to sew together.</p>



<p><strong>Context</strong></p>



<p>&nbsp;The experience of the so-called Anglophone crisis since 2016 and the socio-political crisis of 2018 justifies these fears. Indeed, during the presidential elections, internet users were overwhelmed by streams of fake news and hate speech that further polarized social cleavages and exacerbated socio-political and tribal tensions. To this day, fake news and hate speech online and even in the traditional media take the form of current events. Despite the best efforts of those involved, the phenomenon is taking on worrying proportions, against a backdrop of tribalism attacks and their by-products.</p>



<p>To prevent misinformation and influence campaigns from shaping public debate and social cohesion during the 2025-2026 elections, #defyhatenow, through its African Fact-checking Fellowship (#AFFCameroon) program, has been working for over four years to train and equip media professionals and community leaders in the techniques and methods of fact-checking and combating online hate speech. To date, nine cohorts have been trained, bringing together more than 200 professionals from the Centre, Littoral, South West, North West, Adamaoua, North, Far North and West. Although these efforts to mitigate the threat have borne fruit, the need to raise awareness among Internet users of the issues involved in fact-checking and to develop their critical faculties remains essential.</p>



<p>However, fact-checking as a practice is not new; it has existed in newsrooms for a long time. Verification of online information and public claims has increased in recent years due to the proliferation of fake news on social media. This need to mitigate the increase in fake news online remains a subject that is not sufficiently covered by the mainstream online and offline media.</p>



<p>To fill this gap, #defyhatenow is launching a call for applications for the 10th cohort for the next three months of September &#8211; October &#8211; November 2024, specifically for media professionals and community leaders. The aim is to create a critical mass of fact-checkers, information warriors, online and offline hate speech and digital rights defenders.</p>



<p><strong>About the Africa Fact-checking Fellowship</strong></p>



<p>The Africa Fact-checking Fellowship Cameroon is designed to monitor and map viral trends on social media related to major issues in Cameroon, including peace, social cohesion, good governance and democracy. It also aims to select future trainers in fact-checking and the prevention of hate speech. Through its various cohorts, #AFFCameroon aims to put seasoned professionals in the field to make an effective contribution to building and consolidating peace by combating disinformation and hate speech.&nbsp;</p>



<p>Africa Fact-Checking Fellowship (#AFFCameroon) aims to promote fact-checking, data journalism, media and information literacy and digital rights to journalists, bloggers, content creators and community leaders in Africa. The three-month program aims to equip fellows with the skills and tools they need to tackle the current challenges of fake news in their countries of operation. The program is based on a blended learning model that uses face-to-face sessions, webinars, practical lessons, peer-to-peer learning and practical work in the field. Fellows will have access to a rich set of online tools and resources as well as a network of experts and professionals from around the world.</p>

<p><strong>Justification</strong></p>



<p>Le taux croissant d’utilisation des TIC au Cameroun a été suivi par une libéralisation de la parole publique permettant à des acteurs parfois non outillés à contrôler, diffuser ou influencer l’information à des fins inavouées. Ceci ayant des impacts sur la vie et le bien-être des populations. C’est dans ce désordre informationnel qu’en 2023, grâce au travail de plusieurs journalistes, on découvrait le mode opératoire de la <em>« Team Jorge</em>&nbsp;» qui aurait mené une vingtaine d’opérations de désinformation, de cyber-espionnage et de campagnes de propagande dans plusieurs pays africains. En effet, partout en Afrique et notamment au Cameroun, les fausses informations et les discours haineux en ligne et souvent dans les médias classiques inondent l’actualité&nbsp;; cachant des stratégies de médiatisation visant à manipuler l’opinion publique et servant les intérêts de ses initiateurs. La vulgarisation de l’intelligence Artificielle et des réseaux sociaux tels que Tik Tok contribue à amplifier le phénomène de désinformation et de manipulation de masses. Dans un contexte camerounais déjà marqué par des crises sociopolitiques, sécuritaires, intercommunautaires et environnementales, la désinformation pourra en 2025 davantage détériorer le tissu du vivre ensemble, de la cohésion sociale et de la paix qu’on recherche à coudre.&nbsp;</p>



<p><strong>Contexte</strong></p>



<p>&nbsp;L’expérience de la crise dite Anglophone depuis 2016 et la crise sociopolitique de 2018 justifie ces craintes. En effet, lors des élections présidentielles, les internautes ont été inondés par des flux de <em>fake news</em> et de discours haineux qui ont polarisé davantage les clivages sociaux et exacerbé les tensions sociopolitiques et tribales. Jusqu’à ce jour, les fausses nouvelles et les discours de haine en ligne et même dans les médias classiques, prennent la forme de l’actualité. Malgré l’effort des acteurs, rien n’y fait, le phénomène prend des proportions inquiétantes avec en toile de fond les attaques tribalistes et ses dérivés.</p>



<p>Pour éviter que la désinformation et les campagnes d’influence puissent influencer le débat public et la cohésion sociale lors des échéances électorales de 2025-2026, #defyhatenow via son programme <strong><em>African Fact-checking Fellowship</em></strong> (#AFFCameroon) travaille depuis plus de quatre ans à former et outiller les professionnels de médias et les leaders communautaires aux techniques et méthodes de vérification de faits et de lutte contre les discours haineux en ligne. A ce jour, neuf cohortes ont été formées; regroupant plus de 200 professionnels du Centre, Littoral, du Sud-Ouest, du Nord-Ouest, de l’Adamaoua, du Nord, de l&#8217;Extrême-Nord et de l&#8217;Ouest. Malgré que ces efforts déployés pour atténuer cette menace ont porté des fruits probants, le besoin de sensibiliser les internautes sur les enjeux de la vérification des faits et de développer leur esprit critique, reste indispensable.</p>



<p>Pourtant, la vérification des faits en tant que pratique n&#8217;est pas nouvelle ; elle existe depuis longtemps dans les salles de rédaction. La vérification des informations en ligne et des allégations publiques a augmenté ces dernières années du fait de la prolifération des fake news sur les réseaux sociaux. Cette nécessité d&#8217;atténuer l&#8217;augmentation des fausses nouvelles en ligne reste sujet pas assez couvert par les médias grand public en ligne et hors ligne.</p>



<p>Pour combler ce déficit, #defyhatenow lance l’appel à candidature de la 10 ème cohorte pour les trois prochains mois de Septembre – Octobre – Novembre 2024, spécifiquement pour les professionnels des médias et les leaders communautaires. L&#8217;objectif est de créer une masse critique de vérificateurs de faits, des combattants de l&#8217;information, de discours de haine en ligne et hors ligne, et de défenseurs des droits numériques.</p>



<p><strong>À propos de la bourse pour la vérification des faits en Afrique</strong></p>



<p>La bourse pour la vérification des faits Africa Fact-checking Fellowship Cameroon a été conçue pour suivre et cartographier les tendances virales sur les réseaux sociaux liés aux grandes thématiques au Cameroun, notamment à la paix, la cohésion sociale, la bonne gouvernance et la démocratie. Il s&#8217;agit également de sélectionner des futurs formateurs en factchecking et en lutte contre les discours haineux. #AFFCameroun, à travers ses différentes cohortes, vise à mettre en place des professionnels chevronnés sur le terrain pour contribuer efficacement à la construction et la consolidation de la paix à travers la lutte contre la désinformation et les discours haineux.&nbsp;</p>



<p>Africa Fact-Checking Fellowship (#AFFCameroon) vise à promouvoir la vérification des faits, le journalisme de données, l’éducation aux médias et à l’information et les droits numériques aux journalistes, blogueurs, créateurs de contenu et leaders communautaires en Afrique. Ce programme de trois mois vise à doter les boursiers des compétences et des outils nécessaires pour relever les défis actuels de la diffusion de fausses nouvelles dans leurs pays d&#8217;opération. Le programme est basé sur un modèle d&#8217;apprentissage mixte qui utilise des seances en présentielles, des webinaires, des leçons pratiques, l&#8217;apprentissage entre pairs et le travail pratique sur le terrain. Les boursiers auront accès à un riche ensemble d&#8217;outils et de ressources en ligne ainsi qu&#8217;à un réseau d&#8217;experts et de professionnels du monde entier.</p>

<h3 class="wp-block-heading"><strong>Contexte</strong></h3>



<p>L&#8217;initiative #defyhatenow vise à mobiliser l&#8217;action civique et numérique pour contrer les discours de haine et l&#8217;extrémisme violent en ligne et hors ligne. En essayant de fournir des solutions basées sur des données, l&#8217;initiative utilise le programme #Tech4Peace comme outil de résolution de problèmes dans les zones touchées par les conflits. La construction technique de la paix implique l&#8217;application de l&#8217;expertise et des connaissances techniques pour soutenir les efforts de construction de la paix dans les zones touchées par les conflits. L&#8217;utilisation de la technologie pour apporter la paix à une communauté implique de tirer parti d&#8217;outils et d&#8217;approches innovants pour aborder les problèmes, favoriser le dialogue et promouvoir la cohésion sociale. #defyhatenow estime que former les étudiants à l&#8217;utilisation de la technologie pour construire la paix est un excellent moyen de rassembler les communautés depuis qu&#8217;Internet a fait du monde un village global. En tant que bâtisseurs de paix techniques, les boursiers seront initiés et formés à la manière de changer les récits dans une communauté par le biais de la communication et du partage d&#8217;informations, de la narration numérique, de l&#8217;éducation et de la formation en ligne. Cela permettra aux étudiants et aux professionnels du secteur technique de soutenir les programmes d&#8217;action communautaire dans les zones de conflit et de renforcer leurs efforts d&#8217;engagement.&nbsp;</p>



<h3 class="wp-block-heading"><strong>Impact attendu de la bourse:&nbsp;</strong></h3>

<h3 class="wp-block-heading"><strong>Méthodologie</strong></h3>



<p>Le programme est basé sur un modèle d&#8217;apprentissage mixte utilisant des webinaires, des leçons pratiques, l&#8217;apprentissage entre pairs et le travail pratique sur le terrain dans les centres sélectionnés et avec les organisations communautaires assignées.</p>



<p>Les boursiers participeront à quatre mois d&#8217;engagement pratique, en commençant par un mois de construction de la paix numérique, d&#8217;opposition à la désinformation et de lutte contre les discours de haine.</p>



<p>Ils passeront ensuite un autre mois à apprendre par leurs pairs afin d&#8217;améliorer leurs compétences techniques.</p>



<p>Ensuite, ils seront affectés pendant deux mois à des organisations communautaires jumelées, où ils mettront leurs talents au service de l&#8217;organisation, mais apprendront aussi l&#8217;engagement communautaire auprès de l&#8217;hôte.</p>

<h3 class="wp-block-heading"><strong>A propos de #defyhatenow Cameroun</strong></h3>



<p>defyhatenow est une initiative qui vise à fournir des solutions communautaires, basées sur des données, au problème des discours de haine, de la désinformation et des fake news. Notre travail se concentre sur la création d&#8217;un cadre permettant d&#8217;instaurer la confiance entre les parties prenantes en mobilisant l&#8217;action civique contre toutes les formes de discours de haine et d&#8217;incitation à la violence. #defyhatenow cherche à aider les voix contre les conflits induits en ligne à devenir « virales » à l&#8217;intérieur et au-delà des régions touchées en engageant les jeunes, les dirigeants communautaires, les organisations de base et d&#8217;autres acteurs de la société civile dans un cadre de paix dans les médias et l&#8217;information. Combler le fossé entre ceux qui ont accès à la technologie et ceux qui n&#8217;y ont pas accès en ce qui concerne la connaissance et la sensibilisation aux mécanismes des médias sociaux. Enfin, #defyhatenow est un réseau croissant de gardiens de la paix en ligne et hors ligne.</p>
